A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS IMPT.RMENTING A CITY OF PIAINVIEW COST EFFICIENT
AWARD PROGRAM FOR THE CITY OF PIAINVIE~ EMPLOYEES.
WHEREAS, the City of Plainview has continually strived to identify
and implement innovative and cost effective techniques and programs that
permit our City to increase its efficiency in the delivery of City
services; and
WHEREAS, the 1985-1986 Fiscal Year budgetary process has conm~_nced
and the assistance of all employees is being asked in order to hold down
operating cost and to give the Plainview citizens the best level of
service for the least cost; and
WHEREAS, the employee is one of the best resources for identifying
money saving ideas in a given department; and
~EqEREAS, in order to encourage the submission of these ideas the
City Council desires to implement a "Budget Innovations Award Program."
NC~, THEREFORE BE IT RESOLVED by the Plainview City Council that a
Budget Innovations Award Program is hereby implemented and cash awards
of $150, $100 and $50 will be given to the top three e~ployees who are
judged as having the best ideas for innovative ways to save money.
BE IT FURTHER RESOLVED that the City Manager's Office is charged
with the Administration of this program.

PLAINVIEW COST EFFICIENT AWARD PROGRAM
The City of Plainview has continually strived to identify and implement
innovative and cost effective techniques and programs that permit our
City to increase efficiency in the delivery of City services. City
Administration bas already initiated the budgetary process for the
1985-1986 fiscal year and is asking your h~lp in order to hold down
operating costs and to give the Plainview citizens the best level of
service for the least cost.
Administration recognizes that you, the e~ployee, are one of the best
resources for identifying money-saving ideas in your department. In
order to encourage the submission of these ideas, the City has
implemented the "Budget Innovations Award Program." Cash awards of
$150, $100, and $50 will be given to those employees who are judged as
b~aring the best ideas for inm~vative ways to save money. ~nployees may
submit as many ideas as they wish. ~er, only one cash award per
employee per year will be made. Directors, Department head~ and the
City Manager's Office staff are excluded frc~ participation in this
program.
Staff frc~ an area City will review submittals and select the winners.
The selection criteria will include the practicability of implementing
tb~ idea, the potential dollar savings to the City of Plainview versus
the cost of implementation/operations, and the resourcefulness of the

submitting entries is May 17, 1985. All submittals must be in the City
Manager's office by that time.
All employees are encouraged to participate by submitting meaningful
ideas which will help to save money and make the future Plainview a
better place to live.
