A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS REVISING RESOLUTION NO. R85-851 AUTHORIZING]THE ~
FILING OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION
TO BE CONSIDERED UNDER THE COMMUNITY DEVELOPMENT PROJECT
FUND REGIONAL ALLOCATION TO TEXAS DEPARTMENT OF COMMUNITY
AFFAIRS AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S
CHIEF EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN
ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE
TEXAS COMMUNITY DEVELOPMENT PROGRAM AND RECEDING RESOLU-
TION NO. R85-842 WHICH AUTHORIZED AN APPLICATION FOR THE
REMOVAL OF MATERIAL AND ARCHITECTURAL BARRIERS WHICH RE-
STRICT THE MOBILITY AND ACCESSIBILITY OF HANDICAPPED
PERSONS.
WHEREAS, THE City has identified a need relating to street paving; and
WHEREAS, the proposed street improvements will benefit low and moderate
income persons in the City; and
WHEREAS, it is necessary and in the best public interest that the City
avail itself of the Texas Community Development Program for small cities under
Title I of the Housing and Community Development Act of t974, as amended; and
WHEREAS, the City of Plainview intends to consider committing local funds
to match with Texas Community Development Funds to complete said project; and
WHEREAS, the City Council of the City of Plainview desires the Mayor to
act as the City's Chief Exectutive Officer and authorized representative; and
WHEREAS, the City, thr6ugh Resolution No. R85-842 had earlier authorized
an application related to the need for handicapped facilities and the City now
wishes to consider withdrawing that application:
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Plainview,
Texas:
1) That the Mayor has the authority to withdraw the application as
autorized by Resolution No. R85-842 as it pertains to the removal of
materialYand architectural barriers which restrict the mobility and
accessibility of handicapped persons.
2) That the City may submit an application for funding under the Texas
Community Development Program to be considered under the Community
Development Project Fund Regional Allocation under the terms and
~i~onditions~of'.~the State, of TeXas and~agreed-~and~understand the
assurance contained in said application.
3) That the City Council endorses the activities as set forth in said
application and more fully described above.

4) That the City commit up to 5% but not more than $25,000 of local
funds to be matched with Texas Community Development Program Funds
to be used for Administration cost.
5) That the City Council directs and designates the Mayor as the City's
Chief Executive Officer and authorized representative to act in all
matters in connection with this application and the City's participation
in the Texas Community Development Program.
