A RESOLUTION OF THE CITY COUNCIL ~F ~HE CITY OF ~,
TEXAS, AWARDING THE BID FOR TAXIWAY AND PARE/NG APRON
IMP~ AT THE P!AINVIEW/HAT.R COUNTY AIRPORT.
WHEREAS, the City Council and Commissioner's Court had called for
bids for certain improv~nents at the Plainview Hale County Airport; and
WHEREAS, said improvements call for taxiway and parking apron
mainteDmnce in accordance with TAC Project No. 853-36; and
WHEREAS, said improvements had a total estimated cost of $37,334;
and
WHEREAS, the total low bid and engineering cost are $38,432.00:
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Plainview, Texas that the iow bid of High Plains Pavers, Inc. for
improvements to taxiway and parking apron at the Plainview/Hale County
Airport be accepted and the City allocate $4,804 of City funds for its
share of said project.
BE IT FURTHER RESOLVED that the acceptance of this bid is
contingent upon the approval of the Texas Aeroo~utics Cc~nission and
their allocation of $28,824 and the acceptance and allOCation of $4,804
by Hale County.

Dear Mr. Roberts:
On September 4, 1985, bids for construction of the referenced project
were received and opened. Two (2) bids were received. A copy of the
detailed bid tabulation and a copy of the bid tabulation summary are
attached for your information.
The iow bidder on the project is High Plains Pavers, Inc., of Plainview,
Texas. Their bid is shown on the attached bid tabulation summary. Ail
information accompanying the bid submitted by High Plains Pavers, Inc.,
appears to be in order. High Plains Pavers, Inc., have worked on
several Parkhill, Smith & Cooper, Inc., projects in the past. They
have experience in airport paving.
The current grant amount awarded by TAC for this project is shown below
with the corresponding City and County contributions. ~

The project specifications include provisions to decrease the size of the
project if the bids received exceed available funding; however, the most
desirable project, in terms of improvements of airport facilities, consists
of all the work shown on the plans for inclusion in the project. Estimated
costs for this project are shown on the attached estimate. The estimate
includes 5% construction contingencies.

Comparison of the total current funding with the estimated costs reveals
a deficit in current funding. The TAC representative was contacted to
investigate the possibility of receiving additional funding.
TAC has the ability, when funds are available, to increase grant amounts
up to 15%. In this case, the additional TAC amount is $824, or 3%,
providing a total for the TAC grant of $28,824, as shown below. The
increased City and County contributions, which are estimated to be about
$137 apiece, are also shown.

Based upon the low bid received, we recommend a contract for the referenced
project be awarded to High Plains Pavers, Inc., of Plainview, Texas. This
contract should include all of the work shown on the plans for inclusion
in the project.
The TAC representative has imdicated their willingness to participate in a
project of this scope, and to supply the additional 3% funding. It is our
recommendation that the City and County commit to this project, with the
increase of City and County funding as required. The bid prices received
were reasonable, and it will be much less expensive to have all of this
work done while the Contractor is on site, rather than delete a portion
of the work to be done at some future date.
