~SOLUTION NO. R81-349
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS APPROVING THE FEE FOR MISCELLANEOUS
SERVICES WHICH MAY BE PROVIDED BY PARKHILL, SMITH &
COOPER, INC. ENGINEERS, ARCHITECTS, AND PLANNERS FOR
THE CALENDAR YEAR OF 1981.
WHEREAS, from time to time it is necessary that the.City.of
Plainview employ Parkhill, Smith & Cooper, Inc. engineers, architects,
and planners to furnish miscellaneous engineering consulting services
to our City; and
WHEREAS, Park~ill, Smith & Cooper, Inc. has submitted a fee
schedule for miscelIaneous services ~hich may be utilized by the
City during the calendar year 1981:
NOW, THEREFORE BE IT RESOLVED BY the Mayor and City Council of
the City of Plainview, Texas that the fee shcedule submitted by Parkhill,
Smith & Cooper, Inc. for calendar year 1981 be approved and placed
on file with the Director of Public Works.

We propose to furnish miscellaneous engineering consulting and
design services to the City during the calendar year 1981 as
directed by the authorized representatives of the City either
verbally or in writing.
The fee for miscellaneous services shall be salary cost times a
multiplier of 2.10 plus reimbursement for direct non-labor and
sub-contract expense at invoice cost times a multiplier of 1.15.
Fees will be billed quarterly.
Salary cost is defined as the salaries of engineers, draftsmen,
stenQgra'phers, surveymen, clerks, etc. for the time directly
chargeable to the project plus normal payroll expenses. The
salary sc'hedule on January 1, 1981 is:

$11.12 to $21.78 per hour
$ 9.96 to $14.93 per hour

$ 6.43 to $11.34 per hour
$ 5.72 to $ 8.40 per hour

The sala~--y schedule is adjusted each January according to the
Cost Price Index published by the Department of Labor.

Normal payroll expenses (fringe benefits) are:
Social Security
State unemployment Tax
Federal Unemployment Tax
Compensation Insurance
Sick Leave, Vacations & Holidays
Retirement
H&alth and Life Insurance
Total
The payroll percentage will be calculated and adjusted on Octo-
ber 1 of each year.
On projects where the costs will exceed $100,000, the fee will be
negotiated.
You may indicate the acceptance of this agreement by returning a
signed copy of this letter to our office. We will consider the
return as our authorization to perform engineering and design
se~ices as directed.
