RESOLUTION NO. R79-120
WHEREAS, the City of Plainview desires to continue its
Commercial Front-Load Sanitation Service to its. Commercial
and Industrial establishments; and
WHEREAS, the growth of the City necessitates the additional
purchase of twenty-two (22) four yard front-Load boxes;
THEREFORE, be it hereby resolved that the City Council of
the City of Plainview accepts bid No.10079 submitted by A-Pak
Manufacturing of Waco, Texas for the purchase of twenty-two
(22) four yard front-load boxes at a cost of two hundred ninety
five and 25/100 ($295.25) each for a total expenditure of six
thousand four hundred ninety-five and 50/100 ($6,495.50).

SPECIFICATIONS FOR REFUSE CONTAINERS
FOR THE CITY OF PLAINVIEW~ TEXAS
A. Dimension Specifications
Four (4) Cubic Yard~
The inside volume o~ the contJiner computed by the inside
dimensions of the container shall be not less than four (4)
cubic yards.
2. The height of the inside wall of the container shall not exceed
fifty-one (51) inches.

The lid must be two and three-quarters (2 3/4) inches shorter
than the height of the container, so that the lid can not
support the weight of the container, if opened back as far as
it will pivot.
B. Construction Specifications
All containers shall be designed and constructed for use with the
front end loaders now in operation by the City of Plainview, Texas.
The front end loading refuse collection equipment presently used by
the City of Plainview consists of Pak-Mor Model FL- 24 Yard,
Serial Nos. FL-425973203-LAE, FL-425773186-LAE, and FL-4~5578193-MLAE.
Container shall be fabricated of smooth, hot-rolled steel lneetlng
ASTM 570-C specifications.
The container body sheet shall be fabricated from 12 gauge steel.
The front, back, and bottom will be broken from one continuOUS

sheet.
4. The container end panel shall be fabricated from 12 gauge'$teel.
5. The container floor shall be equipped with four (4) drilled caster
pads and one (1) 3" skid channel formed of 12 gauge steel,
Top edge of container front and side walls shall be reinforced*
with 10 gauge formed steel channels. Rear edge shall be reinforced
with a 3/16" x 3" x 3" structural steel angle.
Lids shall be 14 gauge hot roll steel with double flanged edges.
Rear of lids to be reinforced with a 12 gauge fomm~d channel. Lids
are to be attached to container with rolled hinges made 9f ~ x !~"

flat bar. Lids are to be hinged by a continuous 3/4" pipe. Equipped
with a reinforcement of 14 gauge steel, (Shadder Plate) which also
keeps trash from accumulating in lids.
8. Each lids shall be equipped with one (1) torsion spring
in opening the lid.
9. Lids shall be equipped with two (2) position prop supports made of
3/8" x 1¼" flat bar. Position slots to be a sure-lock design. Prop
bars shall be located inside container on side. ~

Lift channels shall be 10 guage formed channels 24" long. These
shall be reinforced ~ith six (6) ¼" gussets each.
Front of container shall be equipped wi~h an off-set bumper of 7
gauge steel to protect side as well as front of container. Bumper
shall be designed to keep the cross bar between the forks of front
loader at least 3/4" away from front of container.
Container shall be continuously welded on inside and skip welded
at all other seams.
Container shall be equipped with one (1) inch drain plug?
Container shall be cleaned of all splatter, grease and dirt. All
rough and sharp edges to be ground smooth and container ~horougly
sanded. Painted with two {2) coats of zinc chromate primer on all
surfaces, both inside and outside. Then finished with automotive
enamel on all exterior surface. Finish color is to be of CUstomer's

The Duncan "EASY TOP 4" container is equipped with a counter-balancing torsion spring on
each lid for easy opening and closing. Each lid is also designed with a lid prop for holding in
a partial open position if desired and to prevent the lid from over-extending while dumping.

Dear Sir,
We are most pleased to be asked to bid on furnishing the city of
Plainview, Texas wit~ the 22 front load sanitation containers as
specified in Bid #10079.
The Maxi-Pak Container meets all your listed specifications with
small deviations in Spec #3 and Spec #8.
Number 3 specifies one (1) continuous sheet of steel for front,
back, and bottom of the container. The Maxi-Pak container uses
individual pieces of steel in these parts because we break two (2)
V-crimps or corrugations in the front panel to add strength to the
container.
Number 8 requires the use of one (1) torsion spring in the lid to
assist in the opening of the container lid; however, the Maxi-Pak
uses a three (3) yard size container lid instead of the four (4)
yard size, thereby reducing the lid weight by 12 to 15 pounds~
This reduction of weight makes for a very easy opening lid.
we hope these small deviations from your specifications will not
hinder the consideration of the Maxi-Pak Container in th~-awarding
