The agenda for this meeting was posted in City Hall at 11:00 a.m. on September 15, 2008. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Cathy Waggoner-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney, Will Mull-Police Chief, John Castro-Director of Community Services, Jack Keller-Budget Manager, Mike Gilliland-Director of Public Works, Dale Simpson-Civil Service Director, and Belinda Hinojosa-City Secretary. News Media Representative: Tommy Young-Plainview Daily Herald Councilmember Roland Nash delivered the invocation. Greg Ingham, City Manager presented for consideration Ordinance No. 08-3502, an Ordinance adopting and approving the Budget for the Fiscal Year beginning October 1, 2008, and terminating September 30, 2009, and making such appropriations for each department, project and account; severability clause; cumulativeness clause; conflicts clause; effective date. He stated the City is in the adoption phase of the budget. It was proposed to consider increasing the projected interest revenue, but since recent happenings in the market it is his recommendation to leave it as is and possibly consider in the future. .He stated the total budgeted expenditures for fiscal year 2008-2009 is $22,893,760. The budgeted revenues for the major operating funds for fiscal year ending September 30, 2009 is $19,719,415 and the budgeted expenditures for the major operating funds and debt service is $19,632,068. The General Fund revenues are $10,995,320 and the expenditures are $10.96 million. The City is projecting a tax rate of $0.5685 tax rate per $100 valuation. The Solid Waste Management Fund revenues for fiscal year ending September 30, 2009 are $2,844,000 and the Solid Waste Management Fund Expenditures are $2,824,565. A 5% increase in refuse charges is included in this Fund. The Water and Sewer Fund Revenues are $5,890,300 and the expenditures are $5,069,075, plus debt service of $781,460. In order to fund these departments, a 5% increase in water and sewer charges have been included. The proposed tax rate increase would be an annual increase of $25.48 on an average homestead value of $74,280. The proposed fee increases on a single family residential at 6,000 gallons would see an increase of $2.67 in fees. Mayor Anderson asked for public comment. There was no public comment. Councilmember Nash moved to approve Ordinance No. 08-3502 on first reading. The motion was duly seconded by Councilmember Tipton. Councilmembers Trusler, Dunlap and Tipton agreed that the Council needed to look at the interest earnings throughout the year to consider increasing the first responder's salaries. Councilmembers Dunlap and Tipton also asked that staff see if expenditures could be reduced in some areas to offset the cost of an increase for first responders. 239 City Council Minutes September 18, 2008 Page 1 of 4 240 Mayor Anderson asked for a vote on the motion. The motion carried unanimously. Greg Ingham, City Manager presented for consideration an action to ratify the Property Tax Increase Reflected in the FY 2008-2009 Budget. He stated this is part of the Truth in Taxation requirements to make sure that the Council is aware of the tax increase reflected in the budget with a tax rate of $.5685 per $100 valuation. Mayor Anderson asked for public comment. There was no public comment. Councilmember Tipton moved to ratify the property tax increase reflected in the FY 2008-2009 budget that being a rate of $.5685 per $100 valuation. The motion was duly seconded by Councilmember Truster and carried by unanimous vote. Mr. Ingham presented for consideration Ordinance No. 08-3503, an Ordinance levying Municipal Ad Valorem Taxes for the City of Plainview, Texas, for the year 2008, and directing the assessment and collection thereof; severability clause; cumulativeness clause; conflicts clause; and effective date. He stated the proposed tax rate for Fiscal Year 2008-2009 is $0.5685. The rollback rate for 2008-2009 is $0.5742, the adopted tax rate for 2007-2008 is $0.5342 and the effective tax rate for 2008-2009 is $0.5216. The 2008 Average Taxable Homestead Value is $74,280 and the cost for such would be an annual increase of $25.48. Mayor Anderson asked for public comment. There was no public comment. Mayor Anderson moved the adoption of a tax rate of $0.5685 per $100 valuation. The motion was duly seconded by Councilmember Dunlap and carried by unanimous vote. Mr. Ingham presented for consideration on first reading Ordinance No. 08-3504, an Ordinance of the City of Plainview, amending Chapter 25 Article II, Section 25.41 entitled "Water Rates, billings" of the Code of the City of Plainview, Texas; cumulativeness clause; conflicts clause; severability clause; and effective date. He presented a chart comparing the water rates for Texas Cities with a population 20,000 to 25,000. Their average water rate for 5,000 gallons is $24.68 and the average rate for 10,000 gallons is $39.68. The City's proposed rate for 5,000 gallons is $18.45 and $26.00 for 10,000 gallons. The proposed base rate is $11.45 per month and the cost per 1,000 for the first 25,000 gallons is $1.59. The cost per thousand for all water used over 25,000 gallons is $1.75. Mayor Anderson asked for public comment. There was no public comment. Councilmember Pena moved to approve Ordinance No. 08-3504 on first reading. The motion was duly seconded by Councilmember Waggoner and carried by unanimous vote. Mr. Ingham presented for consideration on first reading Ordinance No. 08-3505, an Ordinance of the City of Plainview, amending Section 25-42, entitled "Monthly Sewer Rates" of the Code of the City of Plainview, Texas; severability clause; cumulativeness clause; conflicts clause; effective date. He presented a chart comparing the sewer rates for Texas Cities with a population 20,000 to 25,000. Their average sewer rate for 5,000 gallons is $22.11 and the average rate for 10,000 gallons is $33.47. The City's proposed rate for 5,000 gallons is $16.00 and $23.35 for 10,000 gallons. The proposed base rate is $8.65 per month and the cost per 1,000 gallons is $1.47 with the maximum residential cost being $29.23 for 14,000 gallons. Councilmember Dunlap moved to approve Ordinance No. 08-3505 on first reading. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. Mr. Ingham presented for consideration on first reading Ordinance No. 08-3506, an Ordinance of the City of Plainview, Texas, amending Section 22-32 entitled "Refuse Collection Fees; Water Termination" of the Code of Ordinances of the City of Plainview, Texas; severability clause; cumulativeness clause; conflicts clause; effective date. He stated this would be a 5% increase which would bring the one residential unit fee from $16.48 to $17.30. All residential and commercial units would see a 5% increase. Mayor Anderson asked for public comment. There was no public comment. Councilmember Waggoner moved to approve on first reading Ordinance No. 08-3506. The motion was duly seconded by Councilmember Truster and carried by unanimous vote. Mr. Ingham presented for consideration on first reading Ordinance No. 08-3507, an Ordinance of the City of Plainview amending Ordinance No. 07-3488 "which was posted as a clerical error and should have been posted as amending Ordinance No. 07-3485' to appropriate funds in the General Fund and various revenue and capital funds pursuant to Section 5.07 (a) of the Plainview City Charter allowing for supplemental appropriations in the 2007-2008 budget; cumulativeness clause; conflicts clause; severability clause; and effective date. He stated the following budget amendments would be made for 2007-2008 as follows: 1. Transfer $250,000 from General Fund to Capital Improvement Fund for items such as a joint TxDOT I-27 access project and recreation needs; 2. Transfer $100,000 from General Fund to Street Improvement Fund; 3. Transfer $150,000 from General Fund to Equipment Replacement Fund; 4. Transfer $50,000 from General Fund to Service Center; 5. Transfer $175,000 from General Fund to Economic Development Fund for economic development which includes the $50,000 allotted to Wee Care; 6. Transfer $34,000 from General Fund to Home Grant to allow for City's portion of grant; 7. Amend Library budget by $13,000 to cover costs for slip line leaking force main sewer leak inside Library; 8. make corrections to Community Development and Health Department Budgets because of change in the way salaries had to be allocated for grant account; 9. Transfer $300,000 from Solid Waste Management Fund to Solid Waste System Improvement Funds for purchase of tub grinder; 10. Transfer $25,000 from Solid Waste Management Fund to Service Center; 11.Amend Recycling Center Budget by $18,000 for trash compactor repair; 12. Transfer $25,000 from Water & Sewer Fund to Service Center; and 13.Increase Wastewater collection Budget by $25,000 for costs to slip line Broadway Bridge sewer line. Mayor Anderson asked for public comment. There was no public comment. Councilmember Nash moved to approve Ordinance No. 08-3507 on first reading. The motion was duly seconded by Councilmember Dunlap and carried by unanimous vote.
