HomeMy WebLinkAbout08 1009 minThe Cit~r Council met on October 9, 2008, at the Plainview Convention Center, 2902 West 4t Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:15 a.m. on October 6, 2008. Mayor John C. Anderson presided. Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, and Roland Nash-District 7. Councilmember Wendell Dunlap arrived at 11:51 a.m. Councilmembers Kelvin Tipton-District 1 and Ron Trusler- District 5 were absent. Staff members present were: Greg Ingham-City Manager, Will Mull-Police Chief, John Castro-Director of Community Services, Jack Keller-Budget Manager, Mike Gilliland-Director of Public Works, Dale Simpson-Civil Service Director and Belinda Hinojosa-City Secretary. Guests Present: Sharon Newton and Melinda Brown News Media Representative: Deborah Zacher-Plainview Dailv Herald Mayor Anderson delivered the invocation. Greg Ingham, City Manager presented for consideration on first reading Ordinance No. 08-3508,': an Ordinance of the City Council of the City of Plainview, Texas: extending the existing Electric Franchise Ordinance in favor of Xcel Energy, pending adoption of a new Franchise Agreement; Amending Ordinance No. 82-2493 to provide for a continued increase in franchise fees payable to the City; Providing for severability, providing for repealer; providing for publication and effective date. Last fall the City reached an agreement to extend our existing franchise with Xcel Energy and increase the franchise fee to 5% (an increase of 2% that took effect January of 2008) which enabled the City to not raise property taxes in Fiscal Year 2007-08. At that time, it was thought the City of Amarillo and the City of Plainview would both have new franchises in the first half of 2008 -because both cities were working with Xcel on these franchise updates. We are getting closer to reaching an agreement with Xcel, but we feel the City of Plainview needs to extend our Agreement for six months. Since we plan not to hold our second meeting in October because most of the Council will be out of town attending the TML Conference, we have scheduled this Ordinance for first reading today and for second reading occurring on October 14, 2008. Mayor Anderson asked for public comment. There was no public comment. Councilmember Bertsch moved to approve Ordinance No. 08-3508 on first reading. The motion was duly seconded by Councilmembe Councilmembers Waggoner, Pena, Bertsch, and Nash motion carried. r Nash. Mayor Anderson, voted "for" the motion.
