Mayor Anderson delivered the invocation.
Greg Ingham, City Manager presented for consideration on first reading Ordinance No.
08-3508,': an Ordinance of the City Council of the City of Plainview, Texas: extending the
existing Electric Franchise Ordinance in favor of Xcel Energy, pending adoption of a
new Franchise Agreement; Amending Ordinance No. 82-2493 to provide for a continued
increase in franchise fees payable to the City; Providing for severability, providing for
repealer; providing for publication and effective date. Last fall the City reached an
agreement to extend our existing franchise with Xcel Energy and increase the franchise
fee to 5% (an increase of 2% that took effect January of 2008) which enabled the City to
not raise property taxes in Fiscal Year 2007-08. At that time, it was thought the City of
Amarillo and the City of Plainview would both have new franchises in the first half of
2008 -because both cities were working with Xcel on these franchise updates. We are
getting closer to reaching an agreement with Xcel, but we feel the City of Plainview
needs to extend our Agreement for six months. Since we plan not to hold our second
meeting in October because most of the Council will be out of town attending the TML
Conference, we have scheduled this Ordinance for first reading today and for second
reading occurring on October 14, 2008.
