MINUTES
City Council Meeting
October 5, 2000
The Plainview City Council met at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th
Street. Mayor Pro Tem Bobby McGehee presided. Councilmembers present were: Sam Parker-District
1, Mary Jane Shanes-District 2, Rey Rosas-Distfict 3, Mike Hutcherson-Distfict 4, Ross Owen-District
5, and Irene Favila-Distfict 7. Mayor Lloyd C. Woods was absent.
Staff members present were: Norman Huggins-Finance Director, Wally Hatch-City Attorney, Will Mull-
Chief of Police, John Berry-Director of Public Works, Dale Simpson-Civil Service Director, Matthew
Tsakanikas-Main Street Coordinator, Greg Zielinski-Code Enforcement Officer, Philip Mize-Fire
Marshal, and Christina Bonnet-Deputy City Secretary.
Media present: John Gunning-Plainview Daily Herald.
John Castro gave the Invocation.
The Council and staff reviewed the agenda for the meeting to be held October 10, 2000. The following
items from that agenda were discussed:
The City received one bid for the water well. The bid was from Hi Plains Drilling located in
Abernathy, Texas, and was for $63,116.68 The City foresees other expenses of approximately
$10,000.00 for the pump, motor, and piping. The bid received was less than expected.
Installation of the water well provides drinking water and adds to the system to prevent
production loss.
Harvest Christian Fellowship Church is the applicant for Zone Case 695. They are requesting
a zone change on Lot 7, Block 1, Rowe-Goode Addition. If granted, they plan on moving the
house that is on the lot to create more parking. The City received two responses: One in favor
and one in opposition. The person voicing opposition is the same person who opposed the
church's last zone change request.
Debs Fulton is the applicant for Zone Case 696. The Plainview Hotel is requesting a specific
use permit to operate a private club in a Commercial General Business district, said parcel of
land being 4005 Olton Road. Plainview Hotel does have adequate parking.
The annual Community Development report will be given by John Castro on Tuesday night.
The City Manager's and the City Attorney's evaluations will be deliberated during closed
session on Tuesday night also.
An excused absence was granted to Mayor Lloyd C. Woods.
City Council reports
Councilmember Mary Jane Shanes attended the Texas Municipal League Symposium. She said
that the hot topics for the next legislative session are redistricting and budget.

South Plains College progress report.
PISD, SPC, and the City toured the building. PISD is awaiting a proposal from SPC. The
PISD President of the Economic Development Oversight Committee stated that Plainview
needed a technical school.
The Economic Development Oversight Committee has met twice. They are currently taking
inventory of individual goals and objectives. Regular meetings will be held the first Monday of the
month at 7 a.m. at the WBU McClung Center. From the minutes thus far, it appears that they have the
same ideas and feelings as the previous committee. Councilmember Favila asked if the County Judge
has attended or sent a representative to any of the meetings. Councilmember Favila thinks if he has not
then someone needs to contact him and remind him of the importance of County representation. If he
is unable to attend, he should send a representative in his place.
NOrman Huggins thanked Matthew Tsakanikas for all of his hard work on Jimmy Dean Day.
The meeting was adjourned at 12:05 p.m.
