R80-203 O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW AWARDING THE BID FOR THE PURCHASE OF TWO (2) INDUSTRIAL TRACTORS WITH F~QNT END LOADERS AND ONE (1) ROTARY CUTTING DECK AND APPROPRIATING REVENUE SHARING FUNDS TO COVER COST. WHEREAS, $22,000 was budgeted in the 1979-80 City of Plainview Annual Budget for the purchase of two (2) industrial tractor with front end loaders and one (1) rotary cutting deck; and WHEREAS, eight (8) bids were received for the tractors with front end loaders and four (4) bids were received for the rotary curing deck; and WHEREAS, an early delivery date for the tractors will save the City of Plainview a substantial amount and James Brother I~plement has the earliest delivery date; and WHEREAS, Amarillo Ford Tractor has the lowest bid on the rotary cutting deck; and WHEREAS, Revenue Sharing Funds are available to cover the increased: cost: NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of Plainview, Texas to: SECTION 1: Award the bid in the contract for the purchase of (2) industrial tractors with front end loaders to James Brother Implement of Plainview in the amount of $31,~00.00. SECTION 2: Award the contract for the purchase of a rotary cutting deck to Amarillo Ford Tractor in the amount of $2,834.00 SECTION 3~. Appropriating $11,934.00 from Revenue Sharing Fund to cov~-F~reaSed cost. - PASSED AND APPROVED this the.8th day of'.January., 1980. A total of eight (8) proposals for tractors were received and are identified as follows. One Tractor and 1 Rotary Cutter for Parks Department. One Tractor for Water Reclamation Department. All 'supplier specifications.~ere provided as requested and have been compared to the others. The evaluation indicates that a fairly equal standard of machinery was bid with only small variations evident. Recommendation: After discussions between the Supervisor, Water Reclamation Department, and Supervisor Parks and Recreation Department, it has been determined that the most beneficial action to the City of Plainview would be for the following action to be taken. 'It is respectfully submitted that the "Tractor Bi~" be awarded to the James Brothers Implement Company, Plainview, Texas, for the two (2) model MF20C Units which were bid at a cost of $3!,100.00 ~ The descending order of acceptance to the Department is as follows. 1. O0 Supplemental Information: In the' full evaluation of the circumstances, the desire to select the James Brothers Bid above the others is due primarily to the cost and time difference involVed. The Water ReclamatiOn Department i~ currently renting a loader to be utilized in the cleaning of the drying-bed~. This cost is averaging $125.00 per day. Also, it is felt that the expected delivery time of 21 days will be beneficial to the City of Plainview, and in fact that all. maintenance, repair parts, and warranty service can be accomplished on a local basis, Which in turn will further reduce the total cost figure for on-going maintenance in the future. If the above information does not substantiate the awarding of the bid to the James Brothers Company then the next choice is the number two identified supplier; Amarillo Ford Tractor. ' -It is felt by both Supervisors involved, that the delivery date of May 1, 1980, submitted by Yellowhouse Implement, cannot be accepted, due to the amount of work accomplishment required to be completed prior to that date. It is felt that CITY OF ~LAINVIEW Page 3 a minimum acceptable delivery delay is sixty (60) days, in order to allow for beneficial service to both departments. It is also noted 'that the Model 340 Ford has almost twice the gallon flow rate in the hydraulic system which will increase the wOrk-life-cycle of the system before extensive maintenance should be required. Also, two or more rentals-by the Water Reclamation Depart- ment will~ pay the difference in a cost comparison of the Bi(t by Amarillo Ford' Tractor to the Yellowhouse Machinery Company Bid. An estimate by the Supervisor, Water Reclamation Department to the number of times it will be necessary to rent a substitute unit of machinery is indicated to be four (4) t~mes, or approxi- mately .$500.00 as a minimum. It is respectfully recommended that the Amarillo Ford Tractor Company be. awarded the Bid for the Rotary Cutter Deck in the amount of $2834.00 This figure is the low dollar amount s-ubmitted and the delivery date is acceptable.
