A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS AUTHORIZING THE MAYOR TO EXECUTE THE LETTER OF AGREE-
MENT FROM PARKHILL, SMITH & COOPER, INC. ESTABLISHING THE
COST FOR MISCELLANEOUS ENGINEERING SERVICES FOR THE t980
YEAR.
WHEREAS, the City of Plainview-' has used the services of Parkhill,
Smith & Cooper, Inc. for the past several years; and
WHEREAS, Parkhill, Smith & Cooper, Inc. have always performed their
tasks in a highly professional manner, which gives credit'to them & their
profession; and
WHEREAS, due to their past performance the City of Plainview will
probably use their services in the future; and
WHEREAS, the Mayor and City Council recognizes the burden placed upon
all businesses by the continuing inflationary trend:
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the
City of Plainview, Texas to authorize the Mayor to execute the letter
agreement from Parkhill, Smith & Cooper, Inc. establishing the cost for
miscellaneous engineering services for the i980 year.
PASSED AND APPROVED this the 22nd day of Janaury, 1980.

Dear Mr. Hatchel:
Attached are two copies of the Letter Agreement for miscellaneous
engineering services for the calendar year 1980.
Due to inflationary pressures, the multiplier will be increased
from 2.00 to 2.08, effective with the billing period which begins
January 1, 1980. Salary cost (fringe benefits) are also being
increased from 30.65% to 30.94% due to a slight increase in
health insurance.
It is requested you return an executed copy of the Letter Agree-
ment for our files.
We appreciate the opportunity to be of service to the City of
Plainview.

Gentlemen:
We propose to furnish miscellaneous engineering consulting and
design services to the City during the calendar year 1980 as
directed by the authorized representatives of the City either
verbally or in writing.
The fee for miscellaneous services shall be salary cost times
a multiplier of 2.08 plus reimbursement for direct non-labor
and sub-contract expense at invoice cost times a multiplier of
1.15. Fees will be billed quarterly.
Salary cost is defined as the salaries of engineers, draftsmen,
stenographers, surveymen, clerks, etc. for the time directly
chargeable to the project plus normal payroll expenses. The
salary schedule on January 1, 1980 is:
Professional Engineers
Architects
Engineer-In-Training
Engineering Technicians
Chief Draftsman
Draftsmen
Project Representatives
Stenographers
$10.00 to $19.58 per hour
$ 8.96 to $13.42 per hour
$ 8.42 to. $ 9.52 per hour
$ 5.78 to $ 8.13 per hour
$ 7.56 to $ 9.42 per hour
$ 5.15 to $ 8.98 per hour
$ 5.78 to $10.19 per hour
$ 5.15 to $ 7.55 per hour
The salary schedule is adjusted each January according to the
Cost Price Index published by the Department of Labor.

Sick Leave, Vacations & Holidays 9.49%

Health and Life Insurance 6.59%
Total 30.94%
The payroll percentage will be calculated and adjusted on January 1
of each year.
On projects where the costs will exceed $100,000, the fee will be
negotiated.
You may indicate the acceptance of this agreement by returning a
signed copy of this letter to our office. We will consider the
return as our authorization to perform engineering and design
services as directed.
This agreement may be cancelled by written notice by either party.
