HomeMy WebLinkAboutR80-207RESOLUTION NO. R80-207 THE RESOLUTION CALLING AND SETTING THE REGULAR MUNICIPAL ELECTION FOR THE CITY OF PLAINVIEW TO BE HELD ON THE FIRST SATURDAY IN APRIL OF 1980. THE SAME BEING THE FIFTH DAY OF SAID MONTH, FOR THE ELECTION OF (l) A MAYOR FOR THE CITY OF PLAtNVIEW; (2) FOR THE ELECTION OF ONE ALDERMAN FOR PLACE ONE ON THE CITY COUNCIL OF THE CITY OF PLAINV.IEW; AND (3) FOR THE ELECTION OF ONE ALDERMAN FOR PLACE THREE ON THE CITY COUNCIL OF THE CITY OF PLAINVIEW; (4) FOR THE ELECTION OF ONE ALDERMAN FOR PLACE FIVE'ON THE CITY COUNCIL_ OF THE CITY OF PLAINVIEW: DESIGNATING THE PLACE WHERE SAID ELECTION IS TO BE HELD: AND APPOINTING PRESIDING OFFICIALS THEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CI'~Y OF PLAINVIEW: SECTION l: In accordance with the statutes Provided and the Charter of the City of Plainview, an election shall be held in and for. the City of Plainview, on the first Saturday in April, 1980, the same being the 5th day of said month, for the election of (1) a Mayor for the City of Plain¥iew; (2) for the election of an Alderman for Place One on the City Council of the City Plainview; and (3) for the election of an Alderman for Place Three of the City Council of the City of Plainview; (4) for the election of an Alder- man for Place Five of the City Council of the City of Plainvew. SECTION 2: That said election shall be ~eld in each of the election precincts within the City and at the designated polling places within each precinct as provided by Ordinance No. 75-1759 of the City of Plainview. All territory located within the corporate limits of the City of Plainview, Texas is divided into two election Distr~cts-. One district (Precinct No. 1) consists of all of the following territory to-wit: All of that part of Hale County (Texas) election Precincts Numbers Seven (7) and Eight (8), lying within the City Limits of the City of Plainview. Said Hale County (Texas) Precincts 7 and 8 be~n9 as follows: Precinct Seven (7) shall include all of the territory in the corporate limits of the City of Plainview lying North of a line beginning at the intersection of West 16th Street and CoIumbi~ Street; 'Thence West along West 16th Street to the intersectiOn of West 16th Street and Smythe Street; Thence South along S'mythe Street to the intersectian of Smythe Street and West 14th S%reet; Thence West along West 14th Street to the corporate limits of the City of Plainview and including the territory within the corporate, limits of the City of Plainview. Precinct Eight (8) shall include all of the territory in the corporate limits of the City of Plainview lying North of a line beginning at the intersection of West 10th Street and Austin Street; Thence South along Austin Street.to the intersection of Austin Street and West 9th Street; Thence East along West 9th Street tO the intersection of West 9th Street and Broadway Street; ~Thence North along Broadway Street to the South right-of-way of of the Atchison, Topeka & Santa Fe Railway; Thence Northerly along said right-of-way to West 16th Street; Thence West along West 16th Street to the intersection of Smythe Street and West 16th Street; Thence South along Smythe Street to the intersection of West 14th Street and Smythe Street; Thence West along West 14th Street~nd a extension of West'14th Street to the W~s't cOrpdrate limits of the C!ty of~Plainview; . . ~ Thence South'a~d~West~l~ng~co~d~ate~l'imi~tsoftheCity of Plainview; feet; to Westridge Road; Thence South along Westridge Raod to North right-of-way line of U.S Highway 70; Thence East along west lOth Street to the intersection of Austin Street and the place'of beginning. The other ~'iStrict (Dist~ict~ No. 2) consists of all of the following territory, to wit: - All of that part of Hale County (Texas) election Precincts Numbers one (1), Six (6), and Ten (10), lying with the City limits of the City of Plainview. Said Hale County (l~exas) Precincts l, 6 and l0 being as follows: Precinct One (1) shall include all the territory in the corporate limits of the City of Plainview lying East of a line beginning at the intersectionof BroadWay Street and the South line of the corporate limits of the City of Plainview; Thence North along Broadway Street to the rig~t-of-way of the Panhandle & Santa Fe Railway; Thence in a Northwesterly direction along said right-of-way and following said right-of-way to the North line of the corporate limits of the City of Plainview. (2) O0 108 Precinct Six (6) shall include all the territory in the corporate limits of the City of Plainview lying South of West 10th Street and West of Quincy Street. Precinct Ten (10) shall include all the territory in the corporate limits of the City of Plainview lying East of Quincy Street; South of the South line of Election Precinct Eight (8) as described above and West of Broadway Street. The City Hall. of the City of Plainview, 901 Broadway, Plainview, Texas, is hereby designated as the polling place within District No. 1. The City of Plainview, Texas, Chamber of Commerce and Board of City Development Building, 710 West 5th Street, Plainview, Texas, is hereby designated as the polling place within ~i~St~ict No. 2. All qualified electors shall vote in the election precinct in which they reside. SECTION 3: Said election shall be conducted by the following who are hereby appointed to hold said election: 1. Gerald Peters 2. Betty Royal DISTRICT I Gerald Peters, Sara Crader and Tom Baker are hereby appointed as the election officials of DistriCt 1. Gerald Peters shall act as Presiding Judge of District l; Sara Crader is hereby appointed first alternate judge to act as Presiding Judge of DiStr~ct 1 in the event that Gerald Peters is for any reason unable to serve as such Presiding Judge; and Tom Baker is hereby appointed second alternate judge to serve as Presiding Judge of District 1 in the event that both Gerald Peters and Sara Crader are for any reason unable to serve as such Presiding Judge. The Presiding Judge of said District shall appoint not less than two clerks and as many additional clerks within the authorized limit as he deems necessary for proper conduct of the election. (3) O0 100 DISTRICT 2 and Betty Royal election officials of District 2. , Sal 1 i e Damron e Betty Royal shall act as Presiding Judge of Sallie Damron is hereby appointed first alternate judge to act as Presiding Judge of District 2 in the event that Betty Royal ~ is for any reason unable to serve as such Presiding Judge; and To~i'Lynch.. is hereby appointed second alternate judge to act as Presiding Judge of DistriCt 2 in the event that both Betty Royal and Sallie Damron are for any reason unable to serve as such Presiding Judge. The presiding Judge of said District shall appoint not less than two clerks and as many additional clerks within the authorized limit as he deems necessary for proper conduct o~ the election. SECTION 4: It is further provided that the maximum number of clerks which may be appointed to serve in said election shall not be in excess of seven (7) persons for each D~'Strict. SECTION 5: are as follows: The officers of the City of Plainview to be elected (1) a Mayor; (2) an Alderman to fill Place One on the City Council of the City of Plainviewand designated in Section 202 of the charter of the City of Plain- view as amended, as Alderman Number One; (3) an Alderman to fill Place Three on the City Council of the City of Plainview and designated in Section 202 of the Charter of the City of Plain- view as amended, as Alderman Number Three; (4) an Alderman to fill Place Five on the City Council of the City of Plainview and designated in Section 202 of the Charter of the City of Plain- vew as amended, as Alderman Number Five; (4) SECTION 6: Said election shall be held under and in accordance with the provisions of the Statutes of the State of Texas and the Charter of the City of Plainview, and all persons qualified to vote in said City under the Election Laws of the State of Texas shall be allowed to vote therein. Siad election shall be held and the polls shall be open from 7:a.m~ to 7:00 p.m., and all electors shall vote in the voting precinct in which said voter resides and the place provided for voting in said voting precinct, as provided in Ordinance No. 75-1759 of the City of Plainview. SECTION 7: Notice of said election shall be given by posting and by publication of a copy of this Resolution, and at the top of which shall appear the'words "Notice of Regular Municipal Election for the Purpose of Electing Officers of the City of Plainview". Thirty days' previous notice of said election shall be given by posting a copy of this Resolution in three (3) public places in said City of Ptainview in each of the voting precincts provided for in Ordinance No. 75-1759 of the City of Plainview, Texas, one of which notices shall be posted at the polling place designated for City ElectionDistrict 1 and one of which shall be posted at the polling place designated for City Election District 2. Notice by publication shall also be made by publishing notice of said election in the Plainview.Daily Herald (a newspaper of general Circulation in Plainview, Texas), said publication to be not more than twenty-five (25) days nor less than ten (10) days prior to the election. SECTION 8: A copy of this Resolution shall also be served upon each of the two election officials who have been designated to hold the election. PASSED AND APPROVED on this the 12th day of February, A.D. 1980. ATTEST: City of Plainview (5) NOTICE OF REGULAR MUNICIPAL ELECTION FOR THE PURPOSE OF ELECTING OFFICERS OF THE CITY OF PLAINVIEW Notice is hereby given of an election to be held in and for the City of Plainview on the first Saturday in April, 1980, the same being the 5th day of April, 1980, for the election of the officers as hereinafter named for the City of Plainview. The Resolution providing for the election and setting, out the officers to be elected and other pertinent information in regard thereto is as follows: Precinct Eight (8) shall include all of the territory in the corporate limits of the City of Plainview lying North of a line beginning at the intersection of West 10th Street and Austin Street; Thence South along Austin Street to the intersection of Austin Street and West 9th Street; Thence East along West 9th Street to the intersection of West 9th Street and Broadway Street; Thence North along Broadway Street to the South right-of-way of of the Atchison, Topeka & Santa Fe Railway; Thence Northerly along said right-of-way to West 16th Street; Thence West along West 16th Street to the intersection of Smythe Street and West 16th Street; Thence South along Smythe Street to the intersection of West 14th Street and S~iythe Street; Thence West along West 14th Street to the West corporate limits of the City of Plainview; Thence South alon~ corporate limits of the City of Plainview 1950 feet; Thence West to Westridge Road; Thence South along Westridge Raod to North right-of-way line of U.S Highway 70; Thence East along West 10th Street to the intersection of Austin Street and the place of beginning. The other precinct (Precinct No. 2) consists of all of the following territory, to wit: All of that part of Hale County (Te~as) election Precincts Numbers one (1), Six (6), and Ten (10), lying with the City Limits of the City of Plainview. Said Hale County (Texas) Precincts 1, 6 ~and lO being as follows: Precinct One (1) shall include all the territory in the corporate limits of the City of Plainview lying East of a line beginning at the intersection of Broadway Street and the South line of the corporate limits of the City of Plainview; Thence North along Broadway Street to the right-of-way of the Panhandle & Santa Fe Railway; Thence in a Northwesterly direction along said right-of-way and following said right-of-way to the North line of the corporate limits of the City of Plainview. (2)
