HomeMy WebLinkAboutR80-256I CITY OF PLAINVIEW I RESOLUTION No. R80-256 O0 ia7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS ACCEPTING A RESIGNATION AND APPOINTING A PERSON TO FILL AN UNEXPIRED TERM ON THE BOARD OF ELECTRICAL EXAMINERS; AND APPOINTING A LAY REPRESENTATIVE TO WEST TEXAS LIBRARYSYSTEM ADVISORY COUNCIL. WHEREAS, Vic Mannin has rendered his resignation from the Board of Electrical Examiners; and WHEREAS, the legislature of the State of Texas passed enabling Legislation for the Texas Library System Act of 1979 for the establishment operation in financing of a State Library System consisting of a network of interelated cooperating Library System designed to provide adequate Library facilities and service to the public; and WHEREAS, the Unger Memorial Library of the City of Plainview has participated in the West Texas Library System since 1974; and WHEREAS, said act provides for an Advisory Council of Lay members representing the member libraries to advise in the formulation of the annual plan of service, recommend policies, evaluate services and~l,iason service between member libraries and there governing bodies; and WHEREAS, it would be in the best interest of the City of Plainview to appoint a lay representative to the West Texas Library System Advisory Council: NOW, THEREFORE B£ IT RESOLVED by the Mayor to: SECTION 1: Accept Vic Mannin's resignation from the Board of Electrical Examiners. SECTION 2: Appoint Waldo Wesley to fill the unexpired on the Board Electrical Examiners. SECTION 3: Appoint Mrs. Lee C. Coffey to serve as Lay representative to West Texas Library System. DODSON, City Clerk UNGER MEMORIAL LIBRARY 825 AUSTIN 806-293-417B PLAINVIEW, TEXAS 79072 April 1S, 1980 JUDY SMITH LIBRARIAN Mr. John Hatchel, City Manager The City of Plainview Box 1870 Plainview, Texas 79072 Dear Mr. Hatchel: As you are no doubt aware, the Legislature of the State of Texas passed enabling legislation for the Texas Library Systems Act in 1969. The Act was for the "establishment, operation, and financing of a state library system consisting of a network of interrelated cooperating library systems designed to provide adequate library facilities and services to the public". In 1972 with $S0,000 appropriated by the Legislature the Major Resource Systems were organized. Unger Memorial Library became a member of the West Texas Library System when it was organized in 1972. There are currently 2S member libraries in the West Texas Library System. The West Texas Library System received less than $S,000 in 1972 and 1975. However, in 1974 funding for the Texas Library Systems Act was in- creased and the results of System membership became more apparent, The West Texas Library System has received over $1,S00,000.00 from Fiscal Year 1976 through Fiscal Year 1981. Since 1974 the citizens of Plainview have had direct access to materials pro- vided by the West Texas Library System. The total value of these accessable materials has been approximately $309,S80.00. Of this amount $28,111.00 has been spent directly by Unger Memorial Library for the purchase of books. This includes the McNaughton Rental Service which provides for a base collection of 400 books with 40 new books per month. Other expenditures by the West Texas Li- brary System for materials permanently housed in Unger Memorial Library include $680.00 for a 16mm projector and a screen and $438.00 for a filmstrip projector and head phones. Other materials are directly available on a rotating basis. The 16mm film collection is comprised of $0 packets containing about 20 films each with a total value of $178,S90.00 and a spot booking collection valued at approximately $7S,000.00. The total value of the 16mm collection is $23S,600.00 Unger Li- brary receives 12 film packets a year. Therefore, approximately 240 16mm films valued at $71,486.00 are directly available to library patrons during a year. Likewise, there is a filmstrip collection containing S0 packets of 20 filmstrips valued at $16,500.00 and a spot booking collection valued at about $6,2S0.00. The total value of the filmstrip collection is $22,7S0.00. During a year our patrons have direct access to six (6) filmstrip packets valued at $5,500.00. There is also a circulating collection of paperback books for young adults with a total value of $4,000.00. Since these books rotate on a quarterly basis, about $S00.00 worth of young adult paperbacks are directly available to our patrons. Yet, not all of the benefits of System membership can be assigned dollar values. Continuing Education activities have included the presentation of 28 workshops since 1974. These workshops are open to ali staff members and have been invalu- able in the training of non-professional staff members. Any system member library has access to approximately S million volumes held by ail libraries in the State of Texas through Interlibrary Loan. There is also some access to books from libraries across the nation. Obstensibly, any book available to any library patron in Texas is available to the people of Plainview. The Texas Library Systems Act provides for an Advisory Council consisting of six lay members representing the member libraries. The Advisory Council serves to advise in the formulation of the annual plan of service, recommends policies, evaluates services,:and serves as a liason agency between member libraries and their governing bodies. The governing body of each member library elects or ap:- points a representative for the purpose of electing Advisory Council members. Plainview has not had a representative on the West Texas Library System Advisory Council since 1978. Unfortunately there has not been a lay representative from Plainview since that time. Since only duly appointed lay representatives can serve on the Advisory Council or vote for its members, we believe that it is very important that a lay representative by appointed by the City Council to represent the people of Plainview at the annual meeting of the West Texas Library System on May 5. We, the members of the Unger Memorial Library Advisory Committee, would like to recommend that the City Council appoint Mrs. Lee C. Coff~ev to serve as our lay representative to the West Texas Library System. Mrs. Coffey served as Librarian at Plainview High School for many years and is, thus, knowledgeable about library services and needs.
