RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, AUTHORIZING THE FILING
OF AN URBAN DEVELOPMENT ACTION GRANT PROGRAM REQUEST FOR DETERMINATION OF
APPLICANT ELIGIBILITY TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT;
AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S CHIEF EXECUTIVE OFFICER AND
AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'iS PARTICI-
PATION IN THE URBAN DEVELOPMENT ACTION GRANT PROGRAM.
WHEREAS, the City Council of the City of Plainview recognizes the need
to develop effective and meaningful programs to stimulate new and ex-
panded private investment in the community in order to revitalize the
local economy and to assist in reclaiming our declining neighborhoods
for the primary benefit of low and moderate income citizens; and
WHEREAS, the City of Plainview seeks to work in constructive partnership
with representatives of the private sector in the development of programs
to meet the City's critical community development needs; and
WHEREAS, the City of Plainview has defined a "pocket of poverty" which meets
the criteria regarding population size, median income and poverty status
as set out in the regulations for the Urban Development Action Grant program;
and ·
WHEREAS, the City CounCil of the City of Plainview desires the Mayor to act
as the City's Chief Executive Officer and Authorized Representative;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW
TEXAS: '
That an Urban Development Action Grant program Request
for Determination of Applicant Eligibility is hereby
authorized to be filed on behalf of the City with the
Secretary of the U.S. Department of Housing and Urban
Development.

That the City Council directs and designates the Mayor
to act as the City's Chief Executive Officer and
Authorized Representative in all matters in connection
with this request for eligibility determination and
the City's participation in the Urban Development
Action Grant program.
