CITY COUNCIL MEETING
October 10, 2000
The Plainview City Council held a meeting at 7:00 p.m., Tuesday, October 10, 2000, in the
Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-Session at 6:30
p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1;
Mary Jane Shanes-District 2; Mike Hutcherson-District 4; and Irene Favila-District 7.
Councilmembers Rey Rosas-District 3; Ross Owen-District 5; and Bobby McGehee-District 6
were absent.
Staff members present were: James P. Jeffers-City Manager; Wally Hatch-City Attorney; John
Castro-Director of Community Development; John Berry-Director of Public Works; Norman
Huggins-Director of Finance; Will Mull-Chief of Police; Gary Glass-Fire Chief; and Dale
Simpson-Administrative Assistant.
Guests present were: Mark Leach, Lionel Garcia, and Nancy Cox.
News media present was: John Gunning-Plainview Daily Herald.
The Honorable Councilmember Shanes delivered the invocation.
Girl Scout Troop No. 42 led in the pledge of allegiance.
Councilmember Parker moved the consent calendar be approved as presented. Motion was duly
seconded by Councilmember Shanes and carried by unanimous vote. The consent calendar
consisted of the following:
Minutes of September 21, September 26, and October 5, 2000.
Departmental reports and expenditures.
Excused absences for this meeting for Councilmembers Rey Rosas-District 3, Ross Owen-
District 5, and Buddy McGehee-District 6.
The water well bid was awarded to Hi Plains Drilling, Abernathy, Texas, for $63,116.68.
No other bids were received.
Regular Agenda Items
After introducing Zone Case No. 695 for second reading Mayor Woods moved for adoption of
Ordinance No. 00-3271, an ordinance amending the zoning map of the City of Plainview, Texas,
for rezoning of Lots 7, Block 1, Rowe-Good Addition from residential (R-l) zoning district to
retail (C-2) zoning district, Plainview, Texas 0202 Riley); cumulativeness clause; conflicts
clause; severability clause; and effective date. Motion was duly seconded by Councilmember
Rosas and carried by unanimous vote.

After introducing Zone Case No. 696 for second reading Councilmember Rosas moved for
adoption of Ordinance No. 00-3270, an ordinance amending the zoning map of the City of
Plainview by issuance of a specific use permit to operate a private club in a commercial (C-3)
general business district, said parcel of land being 4005 Olton Road; cumulativeness clause;
conflicts clause; severability clause; and effective date. Motion was duly seconded by
Councilmember Shanes and carried by unanimous vote.
John Castro provided the annual report on the Community Development Department.
The closed meeting to deliberate evaluation of a public officer or employee (TX GOVT. Section
551.074), specifically of the City Manager and of the City Attorney, was not needed for the
evaluations were addressed in the pre-session.
Councilmember Rosas moved the meeting adjourn. Motion was duly seconded by Councilmember
Hutcherson and carried by unanimous vote. There being no further business Mayor Woods
adjourned the meeting at 7:15 p.m.
