OF THE CITY COUNCIL OF THE CITY'OF PLAINVIEW, TEXAS, ADOPTING A FORMAL
CITIZEN PARTICIPATION PLAN PURSUANT TO THE REGULATIONS OF THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM OF THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT; AND AUTHORIZING A CITIZENS ADVISORY COMMITTEE TO
CONDUCT PUBLIC HEARINGS AS AUTHORIZED UNDER THE PLAN.
WHEREAS, the City Council of the City of Plainview desires to partici-
pate in the CDBG program in order to promote a viable urban community,
including decent housing and a suitable living environment and expanded
employmentincome; and opportunities, principally for persons of low and moderate
WHEREAS, the City Council recognizes the importance of involving citi-
zens representing all segments of the community, particularly those
living in low and moderate income areas of the City, in identifying the
City's housing and community development needs and priorities; and
WHEREAS, the City Council also recognizes the value of involving citi-
zens in implementing housing and community development programs in the
City and in evaluating the City's performance in carrying out housing
and community development programs; and
WHEREAS, it is desirable for the City to have an appointed Citizens
Advisory Committee act as its representative in conducting citizen
participation public hearings and providing general advisory assistance
to the City on housing and community development issues;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PLAINVIEW, TEXAS:
1. That a formal Citizen Participation Plan providing
for citizen involvement in planning, implementing
nd ~valuating the City's housing and commmunity
eve/opment programs is adopted by the City pursuant
to the regulations of the Community Development
Block Grant program.

That the City Council directs the City's Citizens
Advisory Committee to conduct all public hearings
and carry out all other responsibilities delineated
in the City's Citizen Participation Plan.

The City. of Plainview is committed to providing opportunities for
individual citizens and organized citizen groups to participate in mean-
ingful and substantive ways in 'the planning, implementation and evaluation

To meet the requirements of the U.S. Department of Housin§ a~d Drban
Development (HUD) and to accomplish local objectives ~ith regard to
citizen participation, the City Councii of the City of Piainview bas
established a forty-seven member Neighborhood Improvement Committee to
assist the City in developing its Community Development Block Grant
program, monitoring the implementation of CDBG activi-ties-and'eva)uati-~g.
the Ci.ty's performance with regard to housing and community development
programs. The designated chairman .of the Neighborhood Improvement
Committee will appoint a special Housing Subcommi.ttee to focus

ment committee will formulate recommendations on any changes which may

V. CITIZEN PROPOSALS '

application. All proposals will be reviewed by the City-and responses

VI. IMPLEMENTATION OF THE CDBG PROGRAM
The Neighborhood Improvement Cmmnittee, 'with its Housing Su.bco~ittee,...
will serve as the primary, vehicle for monitoring the City's_efforts to
implement i ts 'housing and community devetoment Program.
After receiving a Grant Agreement from the U.S. Department
Housing and Urban Development, the Committee will schedule a public
..... hearing for the purpose of having the City outline, to the community,

VII. - EVALUATION OF THE CDBG PROGRAM
Prior to beginning, planning of its CDBG. application a~d concurreDt
with the public hearing to review the City'S Citizen PaPticipation Plan,
the'Neighborhood Improvement Commitee will schedule a public .hearing ~o.
review the progress made on previous CDBG=funded activities and to assess
~]~]]]~'~i]i'i~?~he'city's"perf°rmance'in implementinq its housing a~d community develop-.
ment program.
In addition to collectinQ oral input on the Ci.ty's past performance
in implementing housing and community development programsj, an ev'aluatiom
surve~will be distributed at the public hearing to provide a formal
mechanism for citizens to comment on any CDBG programs which the City.'
has conducted. Views obtained at this hearing will be transmitted to
the City Counci] for review. Copies of citizen comments ahd/or
summaries of Such comments will be submitted to HUD as part of the City's
Annual Performance Report. In addition, citizens will be advised-of their
rights to address complaints about the City's CDBG program at anY-ti.me to
City officials or the HUD Area Office.
VIII. COMPLAINTS
The City will provide written answers to any complaints about
pr~opoSed CDBG activities and/or implementation of CDBG-assisted activities
~n:~. a timely and responsive manner. Every effort will be made to respond

If it becomes necessary for the City to substantially amend its
HUDSapproved CDBG program in the course of implementing that p~ram,
the C~ty Council ~il] hold a Public hearin~ to explai~ the nature
proposed amendment, to provide citizens an opportunity to cogent on tho
amendment and to explain to citizens the prOcedures for forwardin~ any
objections to the amendment to the HUD Area Office and the bases upon
which HUD will consider objections.

The City will insure that' technical assistance is provided'to
individual citizens and/or citizen groups desiring to submit proposals
for CDBG projects and/or wishing to participate more full~ 'in planning,
implementing or eva)uating the City's housing.and community developmen~
rogram. ~ne city staf~ in.conjunction with profeSSionaI cons..uitants
e nployed to ~ssist the City administer its CDBG program', will be available
on a first-come-first-serve basis to provide'this technical assistance.

XII. POSTING INFORMATION
Complete information on the CDBG program will be-avai, lab1-~for.
public review upon request at the-.Plainview City Hall, 901 Broadway
between the hours of 8:'O0'A.M, and 5:00 P.M., Monday through Friday.
Handicapped persons requiring, assistance in. revi-ewing program materials
should contact'the City Hall at 293-4171 to make appropmiatea~rangements.

PUBLIC NOTICES
At least lO calendar days prio~ to any public hearing scheduled
with regard to planning, implementing or evaluating the £DBG program,.
the City will publish a notice in easily readable type in the non-legal
section of the appropriate local newspaper(s) of general circulation.
These notices will indicate the date, time, place and purpose of each
hearing. Each public notice will indicate that handicapped ~ndi-vidual's
may contact City officials to insure access to the sCheduled.he.arings
and to material' on file or to be distributed. '-
Copies of this public notice and/or press releases will be.circulated
to citizen groups, churches, community centers and oth.er,appr°pri.ate
organizations in the community, particularly t~os.e servin~ Or representing
low and moderate income areas. If .possible, Public. service radio and
television commercials will be arranged to publicize-the scheduled CDBG
public hearings.
XIV.
BILINGUAL OPPORTUNITIES
A review of the City's population will be conducted annually to
determined if a significant portion of the City's low and moderate
-~income ~c~tizens. speak and read a primary' language other than English.
