R80-335 O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS AUTHORIZING THE MAYOR TO SIGN AN UPDATED APPRAISAL REPORTS FROM THE 5TH STREET PROJECT, FROM AMARILLO STREET EAST TO MILWEE STREET. WHEREAS, the State Department of Highways & Public Transportation have been in the process of having the state's appraiser review appraisal reports from the 5th Street Project; from Amarillo Street east to Milwee Street; and WHEREAS, when these updated appraisals reports are received they must be signed by the Mayor of the City of Plainview as authorized at the City's by-monthly Council Meetings. This process is causing delays in review procedure conducted by the District Office of the State Department of Highways and Public Transportation. The State has requested that the Mayor be authorized to sign these appraisals reports as they are forwarded to his office which will expidite the requiring of the remain- ing parcels on this project: NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of Plainview, Texas authorizing the Mayor to sign the updated Appraisal Reports from the ~th Street Project from Amarillo Street east to Milwee Street as they are received by his office which will eliminate an unnecessary time delay or processing of such reports by the Texas Department of Highways and Public Transportation. Box 1870 Plainview, Texas 79072 Dear Sir: We will shortly be receiving Mr. Milstead's updated appraisal reports on the above captioned project. As requested by the City Attorney we are reviewing all methods of expediting the acquiring of the remaining parcels on this project. We have noted that when we receive the appraisal and forward it on for your signature it is necessary for you to wait until the next bi-monthly City Council meeting before you can sign the form and return it to this office for further processing. If it were possible for the City Council to pass a resolution authorizing you to sign these updated · appraisals upon receiPt this would cut three weeks off of the time required to process these reports- Please review this suggestion and advise us as to the possiblity of this action.
