HomeMy WebLinkAbout01 1206 minThe Plainview City Council met on December 6, 2001, at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting
was posted in City Hall at 11:00 a.m. on December 3, 2001. Mayor Lloyd C. Woods
presided. Councilmembers present were: Mary Jane Shanes-District 2, Mike
Hutcherson-District 4, Ross Owen-District 5, and Buddy McGehee-District 6.
Councilmembers Sam Parker-District 1, Rey Rosas-District 3, and Irene Favila-District 7
were absent.
Staff members present were: James P. Jeffers-City Manager, John Berry-Director of
Public Works, John Castro-Director of Community Development, Mike Reeves-Fire
Lieutenant, Wally Hatch-City Attorney, Captain Danny Miller-Police Department, Elizabeth
Regner-Assistant City Manager, Dale Simpson-Director of Civil Service, Matthew
Tsakanikas-Main Street Coordinator, and Belinda Hinojosa-City Secretary.

Mayor Woods delivered the invocation.
The Council and Staff then reviewed the agenda for the City Council meeting of
December 11,2001.
Mr. Jeffers advised the Council that the street committee needed a little bit more time to
get the petitions from all residents in the Frisco neighborhood. The item will be discussed
at a future meeting.
Mr. John Anderson, Chairman of the Economic Development Oversight Committee
presented information on the West Texas A&M UniverSity incubator program. He
stated the mission of the program is to increase the number of stable, profitable
companies originating in, growing in, and/or relocating to Plainview and Hale County. He
stated the five-year program is used to create new income and focuses on internal
development. Plainview would be one of six satellite locations with the program
administered by Don Taylor of WTAMU. The City would be required to furnish at least a
12,000 square foot building and cover the salary and benefits of the site manager, which
should be self-reimbursing from the anticipated lease money. West Texas A&M would
furnish grant money of up to $50,000 for building construction/renovation, job description
and training for site manager (estimated cost $1,200), computer technology (estimated
cost over five years $37,000), strategic planning for integration into economic
development efforts (estimated cost $2,000) and client screening, training, preparation,
consulting and reporting (estimated cost over five years $163,500). The benefits for the
City of Plainview would be 75% of all gross income, new businesses, jobs and taxes and
all future growth generated by graduated companies. The benefits for West Texas A&M
University would be 25% of all gross income. He advised the Council that the Committee
had entered into a non-binding agreement to look into the project. The CounCil expressed
interest in pursuing the project.
Mrs. Regner advised the Council that the City had applied for a Texas Engineering
Extension Service Domestic Preparedness Equipment Grant for equipment to be
used by the Fire Department, Police Department, Public Works, Medical/Public Health,
Emergency Management as first response to weapons of mass destruction. The grant

total would be $46,152.00 with $44,324.00 being used for equipment and the balance for
shipping and handling charges. The equipment tobe purchased is seven Scott 4.5 SCBA
packs, two Scott 60 minute carbon bottles, 15 VHF hand held radios, ten Motorola radio
microphones, 31 PASS devices,~ six gas masks and 3 mask bags. Due to lack of quorum
the matter will be discussed at the next meeting.
Mayor Woods adjourned the meeting at 12:50 p.m.
