The Plainview City Council met on January 3, 2002 at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting
was posted in City Hall at 11:00 a.m. on December 31, 2001. Mayor Lloyd C. Woods
presided. Councilmembers present were: Sam Parker-District 1, Mary Jane Shanes-
District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, Ross Owen-District 5, and
Irene Favila-District 7. Councilmember Buddy McGehee-District 6 was absent.
Staff members present were: James P. Jeffers-City Manager, John Berry-Director of
Public Works, John Castro-Director of Community Development, Brice Clements-
Assistant Director of Public Works/Engineer, Gary Glass-Fire Chief, Wally Hatch-City
Attorney, William Mull-Chief of Police, Elizabeth Regner-Assistant City Manager, Dale
Simpson-Director of Civil Service, Matthew Tsakanikas-Main Street Coordinator and
Belinda Hinojosa-City Secretary.

Councilmember Shanes delivered the invocation.
The Council and Staff then reviewed the agenda for the City Council meeting of January
8, 2002.
Councilmember McGehee was granted an excused absence for this meeting.
Mr. Jeffers advised the Council that the Frisco Street committee would have the
required information before the next council meeting. The matter was tabled until the next
meeting.
Mr. Jeffers advised the Council that the federal government through the Texas
Department of Criminal Justice provides a Juvenile Accountability Incentive Block
Grant. Since the City does not run any juvenile programs the City has released the
monies to Hale County. The County hopes to use these funds to pay for a portion of the
salary of an individual who will coordinate services between MHMR and the school district
to reduce the chance of repeat offenders. Councilmember Shanes moved that the City
release these funds in the amount of $5,836 to Hale County. The motion duly seconded
by Councilmember Hutcherson, carried by unanimous vote.
Mr. Wally Hatch advised the Council that the 2001 Agreement for Farming Services
with Robert Wilson had expired December 31, 2001. He stated if approved by the
Council, the Agreement would renew for an additional year with the City receiving 20% of
any income Mr. Wilson received from the property. Councilmember Parker moved the
City continue the Agreement for an additional twelve-month period. The motion duly
seconded by Councilmember Rosas, carried by unanimous vote.
Mr. Jeffers adjourned the meeting at 12:00 p.m.
