CITY COUNCIL MEETING
October 19, 2000
The Plainview City Council held a meeting at 11:00 a.m., Thursday, October 19, 2000, at the
Plainview Convention Center, 2902 West 4th Street. Mayor Lloyd C. Woods presided.
Councilmembers present were: Sam Parker-District 1; Mike Hutcherson-District 4; Ross Owen-
District 5; and Irene Favila-District 7. Councilmembers Mary Jane Shanes-District 2; Rey Rosas-
District 3; and Bobby McGehee-District 6 were absent.
Staff members present were: James P. Jeffers-City Manager; Wally Hatch-City Attorney; Norman
Huggins-Director of Finance; William Mull-Chief of Police; Gary Glass-Fire Chief; John Castro-
Director of Community Development; John Berry-Director of Public Works; Sean Lanier-City
Engineer; Dale Simpson-Director of Civil Service; Matthew Tsakanikas-Main Street Coordinator;
and Christina Bonner-Deputy City Secretary.
Guests present were: Ron Trusler-Executive Director of MH / MR and John Speck-Chairman of
the Plainview / Hale County Airport Board.
News media present was: Richard Orr-Plainview Daily Herald.
Matthew Tsakanikas delivered the invocation.
Excused absences were granted to Councilmembers Mary Jane Shanes-District 2; Rey Rosas-
District 3; and Bobby McGehee-District 6.
The Airport Board asked for a budget amendment to allocate money from reserves. One of the
requested amendments will allocate $6,000.00 to pay for the external audit they had done. The
remainder will place the necessary amount of money back into some funds which were used for
other things. John Speck informed the Councilmembers that the audit indicated the Airport fund
was in good shape. The budget amendment totals $23,449.45.
Nominees to the Building / Fire Code Board of Appeals are: Kip Pritchard, Roger Dowdy,
Ricky Mason, Lynn Davis, Rene Miranda, Gary Garrison, Tilman Reagan, and Ronald Simmons
(alternate).
The purpose of the Group Home ordinance is to update the current ordinance to comply with state
and federal statutes. The Planning & Zoning Commission recommended their approval.
Ordinance No. 00-3272 amends Chapter 4 of the Plainview Code of Ordinances as follows: If the
ambulance meets state and federal requirements, it will suffice for our certification since those
guidelines are stringent; franchise fees will be increased; emergency care attendants are not
allowed to operate ambulances; the section regarding TDCJ rates will be deleted; and the franchise
for AIDS Ambulance Lubbock will be extended.
There were no City Council reports.

Bethesda Manor II at 7th & Borger: HUD out of LUbbock called the City a year ago and said the
property was available. However, a $230,000 lien on the property existed, and no one wanted to
accept the lien. The Plainview Housing Authority looked at the property, but since it was built as a
group home with common bathroom areas, it was not suitable for low-income housing. The City
Manager recently received a call advising the $230,000.00 lien was forgiven, and if the City could
consider taking the property from HUD for $10.00, it could then give the prOperty to Wayland
Baptist University (WBU) for dorms. In a matter of days, the Serenity House, Catholic Family
Services, and Central Plains MH / MR expressed interest in the property. After researching the
matter, the City Attorney said that if the City tOok the property, it would have no mechanism to
"give" the property to WBU. Dr. Hardage visited with HUD and they informed WBU that they
could acquire it directly from them. As a result, the City of Plainview will withdraw from the
process so that any interested party may deal directly with HUD.
There being no further business the meeting was adjourned at 12:25 p.m. by Mayor Lloyd C.
Woods.
