PLAINVIEW CITY COUNCIL
November 9, 2000
The Plainview City Council met on November 9, 2000, at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th St., Plainview, Texas. Mayor Lloyd C. Woods presided.
Councilmembers present were Sam Parker-District 1, Mary Jane Shanes-District 2, Rey RosaS-
District 3, Mike Hutcherson-District 4, Ross Owen-District 5, Bobby McGehee-District 6, and
Irene Favila-District 7.
Staff members present were James P. Jeffers-City Manager, John Castro-Director of Community
Development, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief, Sean Lanier-City
Engineer, John Berry-Director of Public Works, Norman Huggins-Director of Finance, Matthew
Tsakanikas-Main Street Coordinator, and Will Mull-Chief of Police.
Guests in attendance: Ron Trusler-MH/MR Director.
News media present were: Richard Orr-Plainview Daily Herald.
Mayor Woods called the meeting to order at 11:30 a.m.
The Mayor, Council, and Staff reviewed the.agenda for the City Council meeting of November
14, 2000.
The City Council reviewed the contract with the Hale County Senior Citizens Association.
The City Manager noted that the Association had discontinued transportation services and had
altered their hours of operation from 43 hours per week to 35 hours per week without notifying
the City. After a lengthy discussion, the Council concurred that the Association should be sent a
letter making them aware that unilateral changes to the contract, without Council approval, were
unacceptable. Mayor Woods asked to hand-deliver the letter. The entire Council would be
informed of the Senior Citizen Board of Directors meeting at which the letter would be
delivered.
The annual planning meeting, normally held in November, has been rescheduled for January 11,
2001, due to a conflict.
The City Manager asked the Council to carefully monitor the minutes of the Economic
Development Oversight Committee, paying special attention to attendance. If an individual
Councilmember's appointee is not attending, it is that Councilmember's responsibility to seek a
replacement.
The City Council reviewed the request of Seth Ward to tie on to the City sewer. It was noted
Seth Ward would contribute up to 200,000 gallons of sewer per day. The City Manager advised
that the City, in negotiating the contract, would attempt to address the water conservation issue.

Presently, Seth Ward is using little surface water, and in order to conserve the precious
underground resources in the area, they should be using more surfaCe water.
The City Manager noted that the sewage from Seth Ward would be metered and sampled. The
existing plant can process that sewage. The City Manager is recommending that a rate
consultant be retained to assist the City in establishing charges for Seth Ward. It was noted that
Seth Ward may build their own plant.
The closed,meeting to discuss the Kinnikin and Moore contemplated litigation involving the
Wastewater Treatment Plant was not held due to the unavailability of the City Attorney.
There being no further business, Mayor Woods adjourned the meeting at 12:15 p.m.
