The Plainview City Council met at 7:00 p.m., November 14, 2000, in the Council
Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30
p.m. The agenda for the meeting was posted in City Hall at 8:00 a.m., November 8, 2000.
Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1,
Mary Jane Shanes-District 2, Rey Rosas-District 3, Mike Hutcherson-District 4, and Ross
Owen-District 5. Councilmembers Buddy McGehee-District 6 and Irene Favila-District 7
were absent.
Staff members present were James P. Jeffers-City Manager, Wally Hatch-City Attorney,
John Berry-Director of Public Works, Will Mull-Chief of Police, and Dale Simpson-Director
of Civil Service.
News media present: John Gunning-Plainview Daily Herald.
Guests present were: Amy Hatch, Kevann Mosely, Kristi Moore, Marvin Miller, Shannon
Thornton, Emily Hogue, and Bill Hardage.
Councilmember Hutcherson delivered the invocation.
The Girl Scouts led in the pledge of allegiance.
Mayor Woods recognized Emily Hogue, Miss Wayland Baptist University.
Ericka Jathan was presented a proclamation in support of December 1, World AIDS Day.
Councilmember Parker moved that the Consent Calendar be approved as presented.
The motion was duly seconded by Councilmember Owen and carried by unanimous vote.
The Consent Calendar consisted of the following:
Minutes of October 24; Minutes of November 9; Departmental reports; expenditures;
excused absences for this meeting for Councilmembers Buddy McGehee and Irene
Favila; appointment of Terry Carter as an alternate to the Planning & Zoning Commission;
approval on first reading of an Ordinance adopting and enacting the "Plainview City
Code," compiled and codified by authority of the City Council; containing the permanent,
general Ordinances of the City; repealing all Ordinances and pads of Ordinances of a
permanent general nature not included in the Code in full or by reference; providing a
penalty for wrongfully changing or tampering with the Code regulating the bringing of the
Code up to date; providing for certification of copies of the Code, and for sale of copies
thereof; and prescribing a time when the Code shall become effect. (Ordinance 00-3274)
Approval on second and final reading an Ordinance of the City of Plainview, Texas,
amending the use chart in Section 8.1 and definitions 2.29 and 2.30 in Section 9 of the
Plainview Zoning Ordinance 89-2798; regarding requirements for rehabilitation care
facility and rehabilitation care institution; severability clause; cumulativeness clause;

Approval on second reading an Ordinance of the City of Plainview, Texas, amending
Chapter 4 entitled "Ambulances" of the Code of Ordinances; severability clause;
cumulativeness clause; conflicts clause; publication clause; and effective date.

Marlin Miller Co-manager of the Airport, provided the Council with the annual report on
the Plainview / Hale County Airport. Councilmember Hutcherson, who had declared a
conflict of interest on this matter, did not participate in the discussion.
Mayor Woods moved the meeting be adjourned. Councilmember Owens seconded the
motion, and it carried by unanimous vote. There being no further business, Mayor Woods
adjourned the meeting at 7:15 p.m.
