R81-365 00 021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS REQUESTING THAT THE TEXAS DE- PARTMENT OF HIGHWAYS AND TRANSPORTATION TO AMEND THE PLANS OF THE WIDING AND RECONSTRUCTION OF FIFTH STREET (U.S. 70) TO THAT OF RECONSTRUCTION ONLY WITHIN THE EXISTING SECTION AND MAINTAINING THE PRESENT 'WIDTH OF RIGHT-OF-WAY AND TRAVEL AREA WHEREVER POSSIBLE. WHEREAS, the design model of fifth street made in the early 1970's and projected a community growth and traffic volume which has not come aboUt, consequently, the widing of this street a 100 ft] right-of-way and 8S ft. travel way are not nessitated; WHEREAS, this project was conceived in the early 1970's and the City's money for participation was approved in 1974 and no construction has begun to this date. Annual inflation has increased the cost of this project substanially and this change from having to acquire additional right-of-way to rebuilding the street at the present width would allow a substantial savings not only to the Texas Highways and Transportation but to the citizens of Plainview; and WHEREAS, City Bond Funds which were designated for street im- ~rov-~ents. ~ou~d-be redirected from right-of-way acquisition and an extensive utility relocation project to improvements to be made in street drainage with some utility relocation and the replacement of additional fire hydrants to the extent that the City can afford: NOW, THE.REFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF PLAINVIBW, TEXAS that the Texas Department of Highways and Public Transporattion be requested to amend their plans of widing and reconstruction of fifth street (U.S. 70) to that of recon- struction only within the existing section and maintaining the present width of right-of-way and travel area where possible.
