R81-376 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEY~S, GRANTING PERMISSION TO THE PLAIN- VIEW SLOW PITCH SOFTBALL ASSOCIATION TO CONSTRUCT A FENCE ON THE SOFTBALL FIELD LOCATED SOUTHW£ST OF THE TOURNAMENT COMPLEX IN RUNN%NG WATER DRAW REGIONAL PARK. WHEREAS, thePlainview Slow Pitch Softball Association met with the Parks, Open Space and Recreation Advisory Committee and requested permission'~t° construct a fence on the softball field located southwest of the tournament complex and requested that the City of Plainview participate in half (1/2) the cost of the fence, approximately $1,000 (1/2 of their estimated cost); and WHEREAS, the Parks, Open Space and Recreation Advisory Committee r~ecommend§that the Plainview Slow Pitch Association be granted permission to construct a fence on the softball field located southwest of the tournament complex and that the City Council seriously consider participating in half (1/2) of the cost; and WHEREAS, the Parks Department does not object to the construction of the fence, provided, it is built in accordance with the plans and specifications attached hereto and hereby made part of this resolution; and WHEREAS, sufficient funds are available in the 1976 G.O. Park Bond to pay the City's portion of the cost: NOW, THEREFORE BE IT RESOLVED BY THE Mayor and City Council of the City of Plainview, Texas to: SECTION 1: Grant permission to the Plainview Slow Pitch Softball Association to construct a fence on the softball field located southwest of the tournament complex. SECTION 2: Authorize an expenditure not. to exceed $1,000 from the 1976 G.O. Park Bond for the City's portion of the cost in ~f~ construction of said fence. SCOPE These specifications when properly approved will become the minimum standard which all new or replacement fences will be required to meet. The standards will apply to the Athletic Facility Fences in the City of Plainview Parks. B.. PURPOSE These specifications are intended to provide a guideline for fencing that will be uniform in construction and have an optimum safety factor in relation to height. C. DEVIATIONS There will be no deviations in these standards, unless written permission is obtained from the City Council of the City of Plainview. D. SUPERVISION All new fences and repairs to existing structures will be under the supervision and control of the Supervisor, Parks Department, Cityof Plainview. I. -GENERAL SPECIFICATIONS Ae Wire Mesh Fence Fabric 1. The wire mesh Shall be 2 1/4" American Standard Mesh or 2" mesh x 11 guage or better. 2. All chainlink fabric shall be hot-dipped galvanized after fabrication with 1.2 ounces of zinc coating per square foot or better. 3. The wire mesh shall be 72", 6 foot fence material when in a vertical standing position. Fence Posts 1. Terminal posts shall be 2 3/8" O.D. size with a wall thickness of .080 of steel material which has been hot-dipped galvanized. The terminal post shall be 8'0" in length, or better. 2. Line posts shall be 1 5/8" O.D. size with wall thickness of ..080 of steel material which has been hot-dipped galvanized..The line post shall be 7'6" in length or better. CITY OF PLAINVIEW PARKS DEPARTMENT Specifications for Athletic Facilities Fencing Ce Other Materials 1. Top rail material shall be 1 3/8" O.D. size with a wall thick- ness of .042 of steel material which has.been hot-dipped alvanized. Lengths will vary as required, but ail joints in he rail material will be bell'end type, 'If beltend pipe material -is not used, the sleeve unions will be employed. These must be hot-dipped galvanized. 2. Line tops shall be of a pressed steel material that is round and has no protruding structures, similar in ~design to Jamieson part n--o. CLT-21. These items shall be hot-dipped galvanized. 3. Terminal post caps shall be of a pressed steel material that is round and has na protruding structure, similar in,design to Jamieson part no. SDC-4; for 2 2/8" O.D. post. 4. Rail end lugs shall be of a pressed steel material which has been hot-dipped galvanized, similar in design to Jamieson part no. PSRE-IO. 5. Bracebands shall be of 7/8" wide steel material which has been hot-dipped galvanized. 6. Tension bands shall be of 7/8" wide steel material which has been hot-dipped galvanized. 7'. Tension .bars shall be 1/4" x 3/4" x 71" steel material which has been hot-dipped galvanized. 8. Bolts and nuts shall be either 3/8" x 1 1/4" or 5/!6" x ! 1/4" carriage type and having had both items hot-dipped galvanized. 9. Fence ties shall be 14 guage by 8 1/4" with one end having a hook. They shall be of galvanized steel material - not aluminum. lO. Gates shall be pre-constructed and Shall meet the following: a. Walk gates shall be 48" wide x 72" high cross braced. b. Drive gates shall be 12' wide x 6' high cross braced. ll. Gate hardware shall have an industrial class.drop rod locking assembly which has been hot-dipped galvanized. 12. Wind wire shall be of a 9 §uage galvanized steel material or better. -2- CITY OF PLAINVIEW PARKS DEPARTMENT Specifications for Athletic Facilities Fencing 1~4. J-hinge bolts shall be Qf 9/16" steel material with all material hot-dipped galvanized, Any material that does not meet these specifications must be approved in writing by the City of Plainview. Request for~deviation approval should be submitted to the Director of Planning, City of Plainview, Texas.before installation of subject material on park facility. Failure to gain approval will require removal of 'sub-standard material from City Property. II. CONSTRUCTION The basic design of the top of the fence shall be even and level as much as possible with respect to the natural terrain. A tight-line will be used to align.the tops of the line post while being installed. *The fence fabric will be installed with the twisted-ends downward to prevent-injury to a person coming in contact with the top of the fence. This is the opposite of a normal residential installation. III. INSTALLATION A~ Terminal poles shall be set into a hole 12" in diameter and 30" deep. When leveled and set at the proper height of 73 1/2", the terminal pole will be set in concrete. Approximately I 1/2 to 2 bags of 90# sackcret or equal is installed into the remaining hole area. Do not fill upper 2" of hole area. Line poles shall be set into a hole 6" in diameter and 24" deep. When leveled and set at the proper height, the line pole will be set into concrete. Approximately 1/2 to 1 bag of sackcrete 90 lb. or equal is installed into the remaining hole area. Do not fill upper 2" of hole area. CJ Spacing of Poles 1. If a single standing fence is constructed without the benefit of a corner bracing fence: a. The first two line poles will be placed at 10' intervals from the two terminal posts. 0 ....... 10' ....... 0 ....... 10' ....... 0 ....... ~0' ....... 0 Terminal Pole 1st Line Pole 2nd Line Pole 3rd Line Pole b. All other line posts will be set at an interval of ~0' between posts. -3- CITY OF PLAINVIEW PARKS DEPARTMENT Specifications for Athletic Facilities Fencing 2. If a walk thru gate is to be installed in this fence, it will be set on center 10' between any two line poles and two extra terminal poleS installed in accordance with terminal pole standards. D. Brace bands shall- be attached on. one foot (1') centers beginning at the ground level. E. Windwire shall be installed two inches (2") above grOund level. F. Fabric will be stretched to form fit on the. outside of the poles in respect to the facility being fenced. Caution should be-taken not to overstretch the fence as this will shorten its height. G. ~hen the wire mesh is in place it will be attached, to the top rail on two foot (2') centers and on the vertical poles on one foot (1')centers. H. The windwire shall be attached to the mesh fabric on one foot (1') centers with hogring wire clamps. *If there are any questions as to the correct installation procedures establish- ed in these specifications, they should be directed to the.Supervisor Parks Department for clarification. Tommy Baker~president of the Association, is requesting that the city share ha!f~the total cost of $2,000 (lowest of 3 bids he received) bY paying $1,000. The Association believes the addition of the fence will enhance the field, especially for tour- nament play which attracts out of town teams. The Association also feels the original fence should not have been removed in the first place. The new fence would be 6'feet._high and anchored by steel posts. RandyHolly has informed me and I have told Mr. Baker that Pa~ks~Supervisor Carl Holland believes the job can be done for ab0~t$1,000 and Mr. Baker said he would be glad to discuss that with Mr. Holland and if that is feasib%e, but would still ask that the city pay half the cost. Our committee has.given appro~a! to the request to erect a fence and believes the cost-sharing .request in reasonAbie and would request the council to give the request serious consideration.
