HomeMy WebLinkAboutR81-381RESOLUTION NO. 81-381 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS APPROVING THE PRELIMINARY PLAT OF WESTRIDGE~ARKADDITION, UNIT~NO. 4, PL~INVIBW, HLAE COUNTY, TEXAS. WHEREAS, Orville Atkinson has presented the preliminary plat of WestridgeAddition, Unit No. 4 along with the appropriate plat fee and necessary information to the City Engineer, City of Plainview; and WHEREAS, the proposal does not vary from the original plan and development for the Westridge Park area begun several years ago, there- fore, the total concept is designed for older couples retirees and persons who desire privacy, low maintenance and the atomosphere of such an area; and WHEREAS, the land use planning agrees with the "buffer zone" theory by providing a transition from single family development to Commercial uses along Interstate 27; and 044 WHEREAS, a_portion of~ the area will be a "Controlled Access" area with streets and park areas to ~be maintained by the owners through a non- profit corporation; and WHEREAS, Orville Atkinson plans for the non-profit corporation to act in perpetuity for maintenance of the private streets and park areas, so that, these items will not become a burden to the taxpayers at some indefininte future date; and WHEREAS, Orville Atkinson has agreed that the restrictions associated with the non-profit corporation, such as, the maintenance fund and the fact that the police will not be able to enter the area except at invitation of an owner, will be open'to prospective purchasersI and ~WHEREAS, the Planning and Zoning Commission, 9n March 26, 1981, approYed the ~reliminary Plat of Westridge Park Addition, Unit No. 4 with certatin stimpulations: NOW, THEREFORE BE IT RESOLVED BY THE Mayor and City Council of the City of Plainview, Texas to approve the preliminary plat of Westridge Park Addition, Unit No. 4, Plainview,Hale County, Texas, da%~d ~February 24; 1981, sBbject to the following stimplations: 1) The construction of the facility be limited to and in accordance with the plot plan submitted by Orville Atkinson for Westridge Addition, Unit No. 4~in accordance with the Planned development regulations in Zoning Ordinance No. 77-2090. 2) Right-of-way for Navasota Drive to be dedicated eighty (80) feet wide from the South line of Section 28 to a ~point two hundred and ten (210) feet to the North to provide adequate vehicular traffic turning lanes. From a' point 280 feet North of South line of Section 28 North to West 2nd Street, a seventy- foot (70') wide R.O.W. to be provided by adjusting Lots 110 thru 123 to the West property line of the land owned by Mr. Atkinson and by adjusting the lot lines of Lots 108 and 109 such that the center line of Navasota Street South of West 2nd Street will coincide with its center line North of West 2nd Street.
