West 4t Street, Plainview, Texas. The agenda for this meeting was posted in City Hall
at 11:00 a.m. on December 1, 2008. Mayor John C. Anderson presided.
Councilmembers present were: Cathy Waggoner-District 2, Belinda Pena-District 3,
John N. Bertsch-District 4, Wendell Dunlap-District 6 and Roland Nash-District 7.
Councilmembers Kelvin Tipton-District 1 and Ron Trusler-District 5 were absent.
Staff members present were: Greg Ingham-City Manager, Will Mull-Police Chief,
Mike Gilliland-Director of Public Works, Leslie Pearce-City Attorney, Tammy Adams-
Accounting Coordinator, Rusty Reese-Parks Superintendent, Buster Perry-Landfill
Superintendent, Dale Simpson-Civil Service Director, John Castro-Director of
Community Services and Belinda Hinojosa-City Secretary.

Councilmember Waggoner delivered the invocation.
Councilmembers Tipton and Trusler were granted excused absences.
Tammy Adams, Accounting Coordinator presented the Quarterly Investment Report
for the period from July 1, 2008 through September 30, 2008. The beginning book
value of Collateralized Certificates of Deposit was $11,501,750 and the ending book
value was $11,600,698. The interest earned for this period was $98,948. The
beginning book value of demand deposits was $14,359,940 and the ending book value
was $13,274,318. Interest earned for this period was $75,193.
Councilmember Dunlap moved to accept the Quarterly Investment Report. The motion
was duly seconded by Councilmember Waggoner and carried by unanimous vote.
John Castro, Director of Community Services presented for consideration Ordinance
No. 08-3510, an Ordinance Amending the Zoning Map of the City of Plainview by
Issuance of a Specific Use Permit to Operate a Dog Grooming Service in a
Commercial Retail (C-2) Zoning District, Said Parcel Being 1901-1903 North Quincy
Street of the High School Plainview Addition, Block 4, S30'-13, Lot 14-16, City Of
Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability
Clause; And Effective Date. He stated this property is located at 1901-1903 Quincy in
the little strip mall. This is a request to operate a dog grooming service. The Planning
and Zoning Commission looked at this and recommended approval subject to the
following:
1) Issue a permit fora "dog grooming service" with no overnight boarding;
and
2) All outside areas will be kept clean and free of offensive odors.
He stated no responses were received.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Nash moved to approve Ordinance No. 08-3510 on first reading. The
motion was duly seconded by Councilmember Dunlap.

Laura Steen stated she will open a pet grooming and retail sales store. She has a $2
million insurance policy. She will also have a tub for customers who want to bathe their
dogs themselves.
Mayor Anderson asked for a vote on the matter. The motion carried unanimously.
The Council and staff reviewed the agenda for the City Council meeting of December 9,
2008.
There being no further business, Mayor Anderson adjourned the meeting at 12:56 p.m.
