R88-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS ESTABLISHING GOALS AND TIMETABLES FOR THEIR COMPLETION FOR THE CITY OF PLAINVIEW. WREREAS, on February 20 - 21, 1988, the City Council conducted a Special Work Session in Amarillo, Texas, in order to establish certain goals; and W~IEREAS, said goals were established and City Staff was instructed to assign timetables to the completion of such; and W~EREAS, the review and assignment of timetables has been completed by City Staff. NOW, ~EREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Plainview, Texas that the following goals, all of which are to be completed prior to the Special Council Retreat scheduled for February, 1989, unless otherwise specified: 1. Resolve Moat Mill pollution problem. Project has been assigned to Director of Municipal Services, Mike McDonough, and calls for continuing monitoring efforts until the problems are resolved. (A memorandum has been mailed to most residents in the Austin Heights area, by City Councilman Alton Jackson, giving said residents the necessary information to contact the Texas Air Control Board, who will be responsible for seeing that the facility is in compliance with State regulations. City Code Enforcement efforts have been initiated and the facility is in the process of being "cleaned up", in order to rectify local code violations.) la. Complete an analysis of a possible public safety unit which would consolidate police and fire operations. This project is assigned to Chief of Police, Roy Osborne, and Director of Fire/EMS, Joe Ferguson, with their final recommendations to be submitted to the City Manager's Office by July 1, 1988. 2. Completion and implementation of the personnel audit. This project is assigned to City Manager, Jim Jeffers, and Director of Finance, Norman Huggins, and is to be implemented, within Council guidelines, as soon as practical. Submission of a proposal which would adequately identify water reserves and make recommendations for future development. This project is assigned to Director of 1 of 3 Public Works, Bill Hogge, with a final report to be submitted to the City Manager's office by July 15, 1988. (Hunter & Associates, the consultant currently working on the Comprehensive Plan, is to provide recommendations on this topic by June 7, 1988.) 4. Development and implementation of a depositor~ agreement with the banks. This project is assigned to Director of Finance, Norman Huggins, and is to be completed and submitted to the City Manager's Office prior to May 2, 1988. 5. Development of a formal policy on required reserves for the City Budget. This project is assigned to City Manager, Jim Jeffers, and is to be submitted to the City Council for possible implementation on April 12, 1988. 6. Completion of a study and recommendation concerning the City vehicle fleet with emphasis on reducing the fleet size. This project is assigned to Chief of Police, Roy Osborne, and is to be completed prior to July 15, 1988, and submitted to the City Manager. 7. Development of a formal policy on the budgetary process. This project is assigned to City Manager, Jim Jeffers, and is to be submitted for Council consideration on April 26, 1988. 8. Completion of a cost analysis on the operation of the Service Center. This project is assigned to City Manager, Jim Jeffers and is to be completed and submitted to the 'City Council for a review by August 9, 1988. 9. Completion of a written purchasing manual. This project is assigned to Director of Finance, Norman Huggins, and is to be completed prior to December 2, i988, and submitted to the City Manager. 10. The following miscellaneous items are also to be addressed: a. Review of the one-half percent optional sales tax, and what should be done with the money generated during the 1987-88 fiscal year. This project is assigned to the City Manager and is to be submitted to the City Council for review by April 26, 1988. b. A continuing review of the ~ealth Department operations, and duplication of efforts with South Plains Health Provider Organization. This project is assigned to City Manager Jim Jeffers, and the Council is to be provided with quarterly updates on this matter. 2 of 3 016 c. Upon the completion of the Comprehensive Plan, the review of the need for a bond issue. This project is assigned to Director of Municipal Services, Mike McDonough, and it is anticipated that the final report will be issued sometime in 1989. d. Development of a formal employee orientation system. This project is assigned to Director of Finance, Norman Huggins, and is to be implemented prior to May 2, 1988. e. Conduct the employee attitude survey, as recently completed by SMC, Inc., on an annual basis. This project is assigned to Director of Finance, Norman Huggins, and is to be completed on an annual basis prior to February 1, 1989, and February 1, of each succeeding year. The mechanics and timetable for establishing the review of the City Charter is assigned to Assistant City Attorney, David Blackburn, and is to be submitted for Council review by April 26, 1988.
