RESOLUTION NO. R88-119
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS IMPLEMENTING SALARY ADJUSTMENTS.
WHEREAS, the City of Plainview has contracted with Stephens
Managementand Consultants, Incorporated to conduct a personnel audit;
and
WHEREAS, the cost of said personnel audit is $11,550.00; and
WHEREAS, a part of the personnel audit is a salary survey;
WHEREAS, SMC, Inc., has submitted to the City Council their
recommendations for salary adjustments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Plainview, Texas that the City does hereby accept the
recommendations made by SMC, Inc., in the salary survey; and
BE IT FURTHER RESOLVED that City Administrative Staff is to
implement 1/4 of the recommended increases for all personnel, as
well as 1/4 of a 2.5% increase for all personnel not listed in the
survey, effective at the beginning of the pay period commencing on
April 25, 1988; and
BE IT FUR~ RESOLVED that 1/2 of the recommended increases
for all personnel, and 1/2 of a 2.5% increase for all personnel not
listed in the Survey, is to be implemented at the beginning of the
first full pay period for the month of October, 1988; and
BE IT FURT~.R RESOLVED that the remaining 1/4 of the
recommended salary adjustments for all personnel, and 1/4 of 2.5%
for those personnel not listed is to be implemented at the
beginning of the first full pay period in October, 1989; and
BE IT FURTHER RESOLVED that the City Manager is authorized to
make adjustments as he deems fit in order to address inequitable
situations where lower classified personnel are paid more than
higher classified personnel, with said adjustments being presented
to the City Council in writing for informational purposes; and
BE IT FURTHER RESOLVED that City Administration is to have
implemented a merit system effective October 1, 1989, with the
merittime; raise and amounts being determined by the City Council at that

BE IT FURTHER RESOLVED that this City Council recognizes that
a tax increase, in all probability, will be required in order to
fully implement the recommended salary adjustments; and
BE IT FURTHER RESOLVED that all adjustments are subject to the
availability of funds of the City of Plainview.
