SETH WARD - WATER LINE BETWEEN AUSTIN AND DATE STREETS ON 24TH
STREET.
RESOLUTION NO. R88-173
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS ESTABLISHING TERMS AND CONDITIONS
TO BE MET PRIOR TO THE CITY PARTICIPATING IN
FINANCING THE INSTALLATION OF A WATER MAIN ON 24TH
STREET BETWEEN DATE AND AUSTIN STREET.
WHEREAS, the Seth Ward Community has requested that the City of
Plainview consider installing 2,100 feet of water line on 24th Street
between Austin and Date; and
WHEREAS, the engineers for the Seth Ward Community have stated
that an 8" water line would adequately serve the Seth Ward Community;
and
W~RREAS, the City of Plainview Master Plan shows that a 12"
water line should be installed, as a part of the water master loop
around the City, on 24th Street between Austin and Date; and
WHEREAS, the Seth Ward Community engineers have estimated the
cost of an 8" line to be $18,585.00 and the cost of a 12" line to be
$36,225.00; and
WHEREAS, the City Council has expressed
cooperating with the Seth Ward Community; and
an interest in
WHEREAS, the Seth Ward Community has indicated that the City of
Plainview could recoup the expense of financing the 8" water line by
adding an additional charge per 1,000 gallons consumed by the Seth
Ward Community; and
WHEREAS, the engineers for the Seth Ward Community have
estimated that the Seth Ward Community will consume approximately
30,000,000 gallons per annum; and
WHEREAS, based on an $18,000.00 investment the $.12 additional
charge per 1,000 gallons would be added to other charges made by the
City in order to recover said investment within five years; and
WHEREAS, the City Council has expressed concern that for
reasons unknown to the City of Plainview, that the City may not be
able to charge and/or collect said additional charge.
NOW, T~1R~RFORE, BE IT RESOLVED by the City Council of the City
of Plainview, Texas that the City is willing to participate in
financing the installation of a water line on 24th Street between
Date and Austin Streets once the following conditions are met:

All engineering services, subject to the review of City
Engineering Staff, is to be provided at no cost to the City.
The agreement addressing the charge for water between the
City and the Seth Ward Community, will have an additional
charge added of $.12, and said charge will remain until the
actual cost, financed by the City of Plainview, for the 8"
water line, are fully recovered.
The City of Plainview, at its own expense, will finance the
difference in material and installation cost between a 12"
and 8" line.
Some mechanism, subject to City Council approval, must be
established to assure that the citizens of Plainview will
recoup the cost associated With financing the 8" water line
if the City is unable to charge and/or collect said
additional charge for the line. One such acceptable
mechanism would be a letter of credit from the County of
Hale.
