RESOLUTION NO. R88-198
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, AUTHORIZING THE SUBMISSION OF A
TEXAS COMMUNITY AFFAIRS APPLICATION TO THE TEXAS
DEPARTMENT OF COMMERCE FOR THE TEXAS CAPITAL FUND;
AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S
EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL
MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE
TEXAS DEPARTMENT COMMUNITY AFFAIRS TEXAS CAPITAL FUND
PROGRAM.
W~F. REAS, the City Council of the City of Plainview, Texas,
desires to develop a viable urban community, including decent housing
and a suitable living environment and expanding economic
opportunities, principally for persons of low/moderate incomes; and
WHEREAS, certain conditions exist which represent a threat to
the public health and safety; and
WHEREA~, it is necessary and in the-besb interest of the City
of Plainview to apply for funding under the Texas Department of
Community Affairs Texas Capital Fund Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Plainview, Texas:
The City Council has reviewed and hereby approves an
application for a loan to Crustbuster Caldwell/Hamby
Company for the purchase of machinery and equipment in the
amount of $400,000; engineering $77,500 and administration
$22,500.
The City Council has reviewed and hereby agreed to comply
with all assurances executed in connection with the
application and, if awarded, the grant.

The Mayor is hereby authorized and directed to act on the
City's behalf in all matters pertaining to this
application.
