R89-110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, NOMINATING AN AREA, AS A JOINT APPLICANT WITH HALE COUNTY, AS AN ENTERPRISE ZONE PURSUANT TO THE TEXAS ENTERPRISE ZONE ACT; PROVIDING TAX INCENTIVES; PROVIDING OTHER INDUCEMENTS; AND DESIGNATING A LIAISON TO ACT AS THE CITY'S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY AND COUNTY NOMINATION OF AN AREA AS AN ENTERPRISE ZONE AND TO ITS DESIGNATION AS SUCH BY THE TEXAS DEPARTMENT OF COMMERCE. WHEREAS, the City Council of the City of Plainview, Texas desires to create the proper economic and social environment to induce the investment of private resources in productive business enterprises located in severely distressed areas of the City and County and to provide employment to residents of such area; and WHEREAS, certain conditions exist in such area which represent a threat to the health, safety and welfare of the people of such areas; and WHEREAS, it is necessary and in the be~t interest of the City to nominate such area as an enterprise zone pursuant to the Texas Enterprise Zone Act; and WHEREAS, the area nominated is more fully described in Exhibit "A", which is hereto attached and made a permanent part of this Resolution. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview, Texas: That the City hereby nominates, in conjunction with Hale County, the area set forth in Exhibit "A" of this Resolution. That the City Council qualifications of the act. finds the zone area meets the That the City Council, in conjunction with Hale County and the Plainview Independent School District, will provide certain incentives applicable to business enterprises in the zones which are not applicable throughout the City as described in Exhibit "B" which is attached hereto and made a permanent part of this Resolution. 4.. That the area described in this ResOlution is designated as an Enterprise Zone, subject to the approval of the Texas Department of Commerce. 1 of 2 029 That the City Council directs and designates the City Manager of the City of Plainview to act as the City's authorized representative to act in all matters pertaining to the nomination and designation of the area described herein as an enterprise zone. e The City Council designates the Plainview/Hale County Industrial Foundation as the lead economic development Agency and the President of the Foundation as the liaison to administer the Enterprise Zone Program. e That a public hearing to consider this Resolution was held pursuant to the terms of this Act on February 14, 1989. The Mayor is hereby authorized to execute an agreement with the Plainview Independent School District, Hale County, the Plainview/Hale County Industrial Foundation, the Plainview Chamber of Commerce, and any other interested entities in relation to the Enterprise Program. Enterprise Zones are statistically defined areas characterized by high unemployment and poverty levels. The Proposed Enterprise Zone Program consists of 1980 Census Tract 9901 Block Groups 1, 2, 3 and 4. Census Tract 9902 Block Groups 1 and 3, and a portion of Enumeration District 2004. The proposed program will provide incentives such as tax abatement, tax increment financing, low interest loans and other inducements designed at locating or expanding business/industry in the Enterprise Zone. All interested persons including residents of the proposed zone, are encouraged to present their views at the Hearing. The Plainview City Council may authorized an application for State Designation of this zone following the Hearing. For additional information contact James P.
