ENTERPRISE PROJECT - AZTECA
RESOLUTION NO. R89-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, NOMINATING AZTECA MILLING
COMPANY, A QUALIFIED BUSINESS, AS A JOINT APPLICANT
WITH HALE COUNTY, AS AN ENTERPRISE PROJECT; AND
DESIGNATING A LIAISON TO ACT AS THE CITY'S
AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY AND COUNTY NOMINATION OF A
QUALIFIED BUSINESS AS AN ENTERPRISE PROJECT AND TO
ITS DESIGNATION AS SUCH BY THE TEXAS DEPARTMENT OF
COMMERCE.
Whereas, the City Council of the City of Plainview, Texas,
desires to create the proper economic and social environment to
induce the investment of private resources in productive business
enterprises located, in severely distressed areas of the City and
County, and to provide employment to residents of such area; and
Whereas, certain conditions exist in such areas which
represent a threat to the health, safety and welfare of the people
of such areas; and
Whereas, it was necessary and in the best interest of the
City and County to nominate such an area as an Enterprise Zone
pursuant to the Texas Enterprise Zone Act; and
Whereas, it is necessary and in the best interest of the City
and County to nominate a Qualified Business as an Enterprise
Project.
Now, Therefore, Be It Resolved by the City Council of the
City of Plainview, Texas:
1. That the City of Plainview, in conjunction with Hale
County nominates Azteca Milling Company as an Enterprise
Project and certifies that Azteca Milling Company is a
"qualified business" as defined in Section 3(a)9 of the
Act and meets the criteria for designation as a
Enterprise Project as set forth in Section 10 of the Act.
The City Council finds that the Qualified Business is
located in the Plainview/Hale County Enterprise Zone
having an unemployment rate of not less than 1 1/2 times
the State unemployment rate.
The City, in conjunction with the County, certifies that
the City, County, Plainview Independent School District,
Plainview/Hale County Industrial Foundation and Plainview
Chamber of Commerce have demonstrated that a high level
of cooperation between public and private entities exist
within the zone.

The City certifies that the designation of the qualified
business as an Enterprise Project, through the creation
of 154 jobs, will contribute significantly to the
achievement of the plans of the City, County, Plainview
Independent School District, Plainview/Hale County
Industrial Foundation and Plainview Chamber of Commerce
for development and revitalization of the zone.
The City, in conjunction with the County, hereby
nominates the Qualified Business, as an Enterprise
Project, subject to the approval of the Texas Department
of Commerce. The Enterprise Project shall take effect on
the date of designation of the Enterprise Project by the
Texas Department of Commerce and terminate five years
after the date of designation.

That the City Council directs and designates the City
Manager of the City of Plainview to act as the City's
authorized representative to act in all matters
pertaining to the nomination and designation of the
Qualified Business, Azteca, as an Enterprise Project.
The City Council designates the plainview/Hale County
Industrial Foundation as the lead economic development
Agency and the President of the Foundation, as the
liaison to administer the Enterprise Project Program.
That the City Council, in conjunction with Hale County
and the Plainview Independent School District, will
provide certain incentives to Azteca Milling Company as
described in Exhibit "A" which is attached and made a
permanent part of this Resolution.
The Mayor is hereby authorized to execute any and all
agreements, on behalf of the City of Plainview,
associated with ~the Enterprise Project designation.
