RESOLUTION NO. R89-122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS ESTABLISHING GOALS AND TIMETABLES
FOR THE CITY OF PLAINVIEW.
WHEREAS, on March 4 and 5, 1989, the City Council conducted a
Special Work Session in Amarillo, Texas, in order to establish
Goals and Objectives for the City of Plainview; and
WHEREAS, the City Council wishes to formally adopt the Goals
and Objectives discussed at said Retreat.
NOW, T~RREFORE, BE IT RESOLVED by the City Council of the City
of Plainview, Texas that the following Goals and objectives, and
accompanying Timetables are hereby adopted and the City Manager is
charged with the responsibility in seeing that said Goals and
Objectives and Timetables are met if at all possible:
1o Civil Service. The City Manager, City Attorney and
Director of Personnel are to complete an analysis
identifying the pro's and con's of Civil Service prior to
September 29, 1989.
2. City Attorney Secretary- The City Manager is to provide
the City Attorney with a Secretary as soon as practical
through the restructuring of staffing at City Hall. It is
noted that the restructuring will require additional
outlays for increased salaries and capital improvements.
3. Grant Writer. The City Council expressed a desire to
pursue the creation of an Administrative Assistant Position
who would be responsible for Grant Writing and other
miscellaneous administrative activities. The City Manager
is to present a proposal to the Council on this matter no
later than May 1, 1989.
4. Director of Public Works. The City Council instructed the
City Manager to prepare a proposal for the establishment of
an Assistant Director of Public Works position, said
position is to be funded through the soon to be vacated
position of Director of Environmental Services and
Municipal Safety. No time limit was established for this
goal.
5. Personnel Manager. City Administration is to continue to
monitor the need for a full-time Professional Personnel
Director.

6. TMRS - Firemen's Pension Fund. The City Council is to be
provided with information on the administration of the TMRS
and Firemen's Pension Fund prior to July 1, 1989. The
Director of Finance is responsible for gathering said
information and providing it to the City Manager's office
prior to June 15, 1989.
7. Consolidated Police and Fire. It was the consensus of the
City Council that a specific proposal be made as soon as
practical establishing the initial steps for a Police and
Fire Consolidated Department.
8. Purchasing Manual. The City Council continued to express a
desire for the completion of a written Personnel Manual.
Said Manual was an uncompleted goal from last year. The
completion of the Manual is assigned to the Director of
Finance and needs to be submitted to the City Manager's
office no later than May 17, 1989.
9. Budget Preparation Process. The City Council requested
that the Budget Preparation Process be left basically the
same, except for Department Heads making explanation of
request for special ~rograms and/or projects preferably in
the Council Pre-Sessions.
10. Parks Maintenance - Master Plan. The Director of Municipal
Services is to develop a proposal, in conjunction with the
upcoming Budget, to develop a Master Plan addressing Parks
Maintenance. Said proposal is to be presented to the City
Manager's Office no later than May 31, 1989.
11. Library. The City Council requested that the possibilities
for additional community education through the Library be
explored. Said proposals are to be submitted to the City
Manager's office no later than June 1, 1989.
12. Free Port Status. The City Council instructed the City
Manager to work with the School and County in the
development of a proposal which would call for the
abandonment of tax abatement in return for Free Port Status
if Free Port Status is approved by the voters in November.
13. Water Rate Analysis. The City Council instructed City
Staff to prepare a Rate Analysis on the water system. Said
Analysis is to be presented to the City Manager's office by
the Director of Finance no later than April 12, 1989.
14. Bond Issue. The City Council discussed the need for a Bond
Issue and questioned the need for a General Obligation Bond
Issue, but continued to express an interest in the need for
a Bond Issue in the water and sewer areas, as well as the
solid waste area. A more detailed report on the need for a

Bond Issue is to be presented to the City Council, by the
City Manager, upon the completion of the updated Master
Plan by Hunter & Associates.
15. Redistricting - County. The City Council requested that
the City Attorney present a Legal Analysis of the
Redistricting Issue on the County to the Council by
November 15, 1989.
16. Annexation - Westridge. The City Council requested that
staff complete an analysis of the proposed Westridge
Annexation no later than September 1, 1989. At that time,
the City Council will decide as to whether or not the
annexation should be pursued. A preliminary report is to
be submitted to the City Manager's Office by the Director
of Municipal Services no later than August 16, 1989.
17. Water Rights/Conservation. After Hunter & Associates
Master Plan report is complete, the City Council requests
that the Director of Public Works make a presentation about
the need for future water rights for the City of Plainview.
At that time, the City Council would also make a
determination as to whether or not an in depth analysis
of the City's water rights and the need for future rights
should be initiated. The Council also requested more
detailed information on the infrastructure needs of the
Water and Sewer Department.
18, Industrial Recruitment. The City Council requested that
the City Manager develop a Policy Statement concerning
Industrial Recruitment with special emphasis paid to
environmental issues and water consumption issues as well
as annexation issues. This Policy Statement is to receive
a high priority of staff and is to be completed as soon as
practical.
