R89-135 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, AMENDING THE BULK REFUSE, SELF-HELP PROGRAM. WHEREAS, on February 26, 1985, thru the adoption of Resolution No. R85-805 the City Council established a bulk refuse, self-help program; and WHEREAS, said program has proven to be effective in assisting the citizenry of Plainview in the removal of bulk items; and WHEREAS, it has been noted that many times code enforcement efforts may be enhanced in commercial areas if the self-help program were made available; and WHEREAS, attached to this Resolution is a Policy Statement on the self-help program which will make, on a limited basis, the use of the dump truck in commercial areas permissible. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview, Texas, that Resolution No. R88-805 is hereby repealed and the attached policy is hereby adopted. Ridlehuber, Mayor CITY OF PLAINVIEW BULK REFUSE, SF_iF-FI~.T.P PROGRAM The City will provide a resident or group of residents the use of a City dump truck on a first come, first serve basis on weekdays, Monday thru Thursday from 4 P.M. to 7 A.M., the following morning and weekends from 4 P.M., Friday, until 7 A.M., Monday. The City may provide, upon approval of the City Code Enforcement Department, the use of a City dump truck by a Commercial establishment or property where the City has initiated code enforcement action. The following is a list of provision that will be used in making this service available inside the city limits only. 1. City vehicle must be parked within the boundaries of the requesting party's property, or in a street adjacent to said property. The requesting party shall provide the City with a sketch of their property and the requested location of the vehicle. Under no circumstances shall said vehicle be parked in an alley. 2. Service is offered primarily for use in residential areas for removing bulk refuse items, including tree limbs, appliances, etc. and excludes the use by commercial contractors and/or contractors materials. 3. The city vehicle will be parked by a City employee at the designated address and removed by a City employee on the following morning, or in the case of weekends, on Monday morning. The vehicle will be locked during the time it is left at the loading site. 4. Where a group of residents request a vehicle, it will be the responsibility of the resident where the vehicle is parked, to see that is loaded properly to assure that the debris will not be strewn and will ride properly on the vehicle when it is removed from the loading site. 5. Any requesting party shall not be able to utilize said vehicle more than one time in any given week. This service is provided by the City to assist the citizenry in disposing of bulk refuse items, and to further enhance the efforts toward health and beautification of the City.
