R89-164 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, ESTABLISHING A POLICY STATEMENT ON WATER AND SEWER SERVICE OUTSIDE THE PLAINVIEW CITY LIMITS. WHEREAS, the City of Plainview operates a Water and Sewer System; and WHEREAS, the first responsibility of the City of Plainview is to its citizens; and WHEREAS, the City has had an unwritten policy on Water and Sewer Service outside the City Limits for many years; and WHEREAS, it is in the best interest of the citizens of Plainview that said Policy Statement be placed in writing and formally adopted; and WHEREAS, a copy of said Policy Statement is hereby attached and made a permanent part of this Resolution. NOW,THEREFORE, BE IT RESOLVED, by the City Council of the City of Plainview, Texas, that the attached Water and Sewer Service Policy for service outside the City Limits is hereby adopted. Ridlehuber, Mayor ATTEST: Carla Reese, City Secretary APPROVED AS TO CONTENT: APPROVED AS TO FORM: David blackburn, City-A~torney 168 CITY OF PLAINVIEW POLICY STATEMENT WATER AND SEWER SERVICE OUTSIDE CITY LIMITS SUBJECT: Establishing policy for providing water and sewer outside of the Plainview City Limits. SCOPE: This policy is established to provide general guidelines, for the City Administrative Staff, in providing water and sewer service outside the Plainview city limits. RESPONSIBILITY: The City Manager shall be responsible for seeing that the City Administrative staff adheres to the guidelines set forth in this policy. GUIDELINES: The first priority for serving customers with water and sewer service by the City of Plainview must remain inside the Plainview City limits. Water and sewer service may be extended, in accordance with city policies, to any area within the Plainview city limits. Water and sewer service for residential purposes shall not be extended outside of the city limits for residential or agricultural purposes. The agricultural and residential customers currently existing outside the city limits shall continue to receive water from the City as long as service is continuous. If existing agricultural and residential customers outside the city limits discontinue service it shall be permanently discontinued. Since many times industrial operations are unable to locate within the Plainview city limits, due to site restrictions and other economic factors, the City of Plainview, thru the approval of the City Council, may provide water and sewer service to industrial consumers outside the city limits with the primary consideration for said approval resting upon the economic impact the industrial consumer may have on the City of Plainview and the surrounding area. The extension of water and sewer outside the City limits will be in accordance with City policies unless otherwise approved by the Plainview City Council. Adopted by R89-164 July 25, 1989
