RESOLUTION NO. R89-210
A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS,
AUTHORIZING PARTICIPATION IN A HOUSING NEED AND
FEASIBILITY STUDY FOR THE CITY OF PLAINVIEW.
WHEREAS, the South Plains Housing Finance corporation, in
response to the Plainview/Hale County Industrial Foundation, has
made a proposal for a housing assessment study in a letter addressed
to the Industrial Foundation dated December 12, 1989, and signed by
Tim C. Pierce, Director of Economic Development; and
WHEREAS, the City of Plainview believes that there is a need for
such a study.
NOW, THEREFORE, BE IT RESOLVED by the City of Plainview, Texas,
that the City allocate not more than $2,000 towards this project,
with said charges being made against Account 1-3-6115.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute
any and all documents necessary to complete the study.

RE: Request for Housing Assessment Study
Dear Jerry:
In response to your letter of December 4, 1989 a meeting of the
South Plains Housing Finance Corporation (SPHFC) Board of Directors
has been scheduled for The purpose of this
meeting is to take action on the PHCIF's request for the SPHFC
to conduct a housing need and feasibility study for the city of
Plainview.
Based on our experience and as a result of discussions with various
consultants ! would recommend that a study of this nature provide
the following information:
(1) An analysis of the existing rental housing market
which would include both occupancy levels and rental
rates.
(2) A determination of the need (or lack there of) for
additional rental units. Should the study reveal
a need for additional units, those factors contri-
buting to the need should be cited.
(3) In addition to analizing the broad picture, the
study should focus on elderly, handicapped, and
low/moderate income housing availability.
(4) In the event that there is a valid need, the study
should:
(A) Recommend the number of additional units
needed as well as suggest the optimum number
of units that should be constructed.
(B) State the anticipated rental rate that could
be charged per unit.

State the economic feasibility of developing
new units in Plainview at this time.
It is possible that there is additional information that you desire
the study to provide. If this is the case, please let me know as
soon as possible.
The cost for a study of this nature should not exceed $10,000.
