The Plainview City Council met on March 22, 2001, at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City
Hall at l1:00 a.m. on March 19, 2001. Mayor Lloyd C. Woods presided. Councilmembers
present were: Sam Parker-District 1; Mike Hutcherson-District 4; Ross Owen-District 5; Buddy
McGehee-District 6; and Irene Favila-District 7. Councilmembers Mary Jane Shanes-District 2
and Rey Rosas-District 3 were absent.
Staff members present were: James P. Jeffers-City Manager; Norman Huggins-Director of
Finance; Wally Hatch-City Attorney; John Berry-Director of Public Works; Sean Lanier-Assistant
Director of Public Works / City Engineer; Gary Glass-Fire Chef, Matthew Tsakanikas-Main Street
Coordinator; Dale Simpson-Director of Civil Service; Will Mull-Police Chief, and Christina
Bonner-Deputy City Secretary.
News media representatives present were: Richard Orr-Plainview Daily Herald.
Guests present were: Ron Trusler-Central Plains Center Director and Belinda Hinojosa.

Councilmember Rosas was granted an excused absence for this meeting, while Councilmember
Shanes was not. The Council and Staff then reviewed the agenda for the City Council meeting of
March 27, 2001.
Mr. Jeffers reviewed the tax abatement policy which the City currently has in place. The policy
addresses two types of tax abatements: Residential abatement provides relief from 100% of City
taxes for a period of five years, while commercial abatement provides tax relief dependent upon
the amount of money which the company invests in its property and/or the number of jobs created.
The City has not yet established any reinvestment zones but is in the process of establishing the
Thunderbird area as the first zone.
Mr. Berry reviewed the eight major public works projects currently in progress. The East 70
water well, with an estimated completion date of July 2001, is expected to produce 700 gallons of
water per minute. The East 70 sewer project should be completed by September 2001. A number
of water towers throughout the City are being repainted, both inside and out, to prevent mst and
deterioration, and are being modified to incorporate various safety features. Improvements at the
Water Production Plant should be completed in August 2001. With regard to the 11th Street paving
project, which is estimated to cost $1.6 million, the City is scheduled to accept bids on March 29,
2001. Landfill Cell 1-D is under construction with an anticipated completion date of August 2001.
Replacement of two-inch water lines throughout the City is slated to begin later this month. Also,
contracts with regard to the upgrade and repair of the Frisco Lift Station are in the process of being
executed, with work to begin within the next two months.
