Whe~mas, on January 1, 1991, the Commission on Fire Protection Standards and Education published a new regulation which prohibits the placing a firefighter on a work shift until completion of training at a fire academy; and Whereas, the size of the Plainview Fire Department makes the operation of a fire academy impractical for the City of Plain-view with thirty five (35) total fire personnel, at least ten cadets are required to make a school economically feasible; and Whereas, area Fire Academies in Amarillo, Lubbock, Midland, or Odessa are not always scheduled so as to be compatible with the needs of the City of Plainview; and Whe~eas, utilizing the Texas A & M Academy creates a problem due to distance, scheduling and expense; and Whe~.~as, the loss of one or more individuals for the City of Plalnview Fire Department creates personnel shortages, scheduling problems and excessive overtime. Now Therefore Be It Resolved, ~ by the City of Plainview that the Texas Municipal League support a change in legislation regulations allowing departments with fewer than fifty (50.). certified personnel to have up to one year to send a firefighter to academy training, thus allowing vacant positions to be filled in a timely fashion, provide limited on the job training and allowing planning for attendance at area fire academies.
