RESOLUTION NO. R91-124
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, ISSUING NOTICE TO PROCEED WITH
REAPPORTIONMENT.
WHEREAS, the firm of Allison & Associates was retained by the City Council
on August 26, 1991, to conduct an Initial Assessment of the population
demographics of the City of Plainview, Texas, and upon issuance of a formal
Notice To Proceed with Reapportionment, to assist the City in the preparation
of a submission to the Department of Justice in conformity with the Voting
Rights Act of 1973, as amended. The Initial Assessment was completed by
Allison & Associates and delivered to the City Council of the City of
Plainview, Texas, on October 11, 1991; and
WHEREAS, based upon the facts and findings contained within the Initial
Assessment, the City Council of the City of Plainview, Texas, finds that a
Totai Meccimum Deviation of 16.84 percent exists between the currently
existing City Council Precincts 1 and 3. This total maximum deviation, being
in excess of ten percent (10%), mandates reapportionment of city precincts for
the City of Plainview, Texas.
THEREFORE, BE IT RESOLVED that the City Council of the City of
Plainview, Texas, formally issue this Notice to Proceed with Reapportionment
to the firm of Allison & Associates, and to formally empower Allison &
Associates to continue with its _representation of the City of Plainview,
relative to the reapportionment process.
BE IT FURTHER RESOLVED that this duly executed Notice to Proceed with
Reapportionment be forwarded to Allison & Associates as evidence of authority
to complete the tasks necessary to obtain pre-clearance of a plan for the
reapportionment of city precincts for the City of Plainview political
boundaries.
