R91-128 A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, PLEDGING THE CITY'S SUPPORT AND OFFERING TO PROVIDE WATER AND SEWER UTILITIES, SANITATION AND EMS SERVICE TO THE PROPOSED SITE OF A TEXAS DEPARTMENT OF CRIMINAL JUSTICE DETENTION FACILITY IN HALE COUNTY. WHEREAS, the City Council of the City of Plainview has encouraged the efforts of the Plainview/Hale County Industrial Foundation and the Plainview Chamber of Commerce to expand the economic base of the community; and WHEREAS, the City Council has offered its assistance to the Texas Department of Criminal Justice in planning efforts or studies necessary for future site location of a State Detention Facility in the Plainview/Hale County area; and WHEREAS, the Plainview/Hale County Industrial Foundation has moved forward in its efforts to obtain such a facility and has obtained options on parcels of land and has prepared a proposal for submission to the appropriate state officials; and WHEREAS, the City Council of the City of Plainview, Texas, wishes to facilitate such efforts by offering to provide water and sewer services to the proposed site upon selection by the appropriate state officials; and WHEREAS, the City Council of the City of Plainview, Texas, further wishes to strengthen the proposal by offering water, sewer, sanitation and EMS rates that would be attractive to the state in determining the location of a prison site. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview, Texas, that the Plainview/Hale County Industrial Foundation be authorized to include in its proposal to the Texas Department of Criminal Justice the offer to extend water and sewer lines to the proposed site, at the City's cost. BE IT FURTHER RESOLVED by the City Council of the City of Plainview, Texas, that the City Manager is authorized to submit guarantees on water, sewer, sanitation and EMS service rates.
