ORDINANCE NO. 96-3067
AN ORDINANCE CALLING AND SETTING THE DATE FOR THE
REGULAR MUNICIPAL ELECTION; DESIGNATING
PRECINCTS/WARDS AND POLLING PLACES FOR PRECINCTS 5, 6
AND 7; DESIGNATING THE ELECTION OF A COUNCILMEMBER FOR
PRECINCTS 5, 6 AND 7; DESIGNATING EARLY VOTING BALLOT
BOARD JUDGE; SETTING HOURLY RATE FOR ELECTION
OFFICIALS; AND POSTING NOTICE OF ELECTION.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW, TEXAS:
Section 1: Election. In accordance with the statutes and laws of the State of Texas and
the Charter of the City of Plainview, and election shall be held in and for the City of Plainview
on the first Saturday in May, 1996, the same being the fourth day of the month, and all persons
qualified to vote in said City Precincts under the Election Laws of the State of Texas shall be
allowed to vote therein. Said election shall be held in the polling places designated in Section
3 of this Ordinance, and shall be open from 7:00 a.m. to 7:00 p.m., and all electors shah vote
in the voting precinct in which said voter resides, and the place provided for voting as
designated in Section 3 of this Ordinance.
Section 3: Precinct and Polling Place. That said election shall be held in the
designated precinct within the City and at the designated polling place within the precinct as
designated below:
CITY WARD NO. 5
Voting Place: Edgemere Elementary

Polls open: 7:00 a.m.
Polls close: 7:00 p.m.
CITY WARD NUMBER FIVE is described more fully as follows:
BEGINNING at a point on the North line of 24th Street at its point of intersection with its West
line of State Highway 194;
THENCE, Southeast along the West line of State Highway 194 a distance of approximately 0.10
miles to a point of intersection with the West line of Smyth Street;
THENCE, South along the West line of Smyth Street a distance of approximately 0.09 miles to

a point of intersection with the North line of 21st Street;
THENCE, West along the South line of 21st Street a distance of approximately 0.12 miles to
a point of intersection with the West line of Utica Street;
THENCE, South along the West line of Utica Street a distance of approximately 0.12 miles to
a point of intersection with the North line of 19th Street;
THENCE, West along the North line of 19th Street a distance.of approximately 0.28 miles to
a point of intersection with the West line of Yonkers Street;

a point of intersection with the West line of Ennis Street;

a point of intersection with the North line of U.S. Highway 70 (Olton Road);
THENCE, Northwesterly along the North line of U.S. Highway 70 (Olton Road) a distance of
approximately 1.0 miles to a point of intersection with the West Municipal Limits Boundary;
THENCE, North along the Municipal Limits Boundary a distance of approximately 0.50 miles
to a point, said point being a place where the Municipal Limits Boundary turns East;
THENCE, East along said Municipal Limits Boundary a distance of approximately 0.43 miles
to a point of intersection with the West Municipal Limits Boundary;
THENCE, Northeasterly a distance of approximately 0.11 miles to a point where the Municipal
Limits Boundary turns North;

line of 24th Street in the City of Plainview;
THENCE, East along the North line of 24th Street a distance of approximately 0.30 miles to a
point of intersection with the West line of Portland Street;
THENCE, South along the West line of Portland Street a distance of approximately 0.22 miles
to a point of intersection with the North line of Burlington Street;
THENCE, Southeasterly along the South line of Burlington Street a distance of approximately
0.10 miles to a point of intersection with the West line of Oakland Street;
THENCE, South along the West line of Oakland Street a distance of approximately 0.51 miles
to a point of intersection with the North line of 12th Street;

the East right-of-way line of Columbia Street, also known as U.S. Business 87) and the North
line of 24th Street, in the City of Plainview;
THENCE, South along the East lien of Columbia Street (U.S. Business 87) a distance of
approximately 0.23 miles to a point of intersection with the North line of 19th Street;
THENCE, West along the North line of 19th Street a distance of approximately 0.26 miles to

a point of intersection with the West line of Galveston Street;
THENCE North along the West line of Galveston Street a distance of approximately 0.32 miles
to a point of intersection with the North line of 24th Street;
THENCE, West along the North line of 24th Street a distance of approximately 1.7 miles
(crossing 1-27 overpass) to a point of intersection with the West line of Ennis Street;

Section 4: That said election to be held on the first Saturday in May, 1996, for the

election of said city councilmembers.
Section 5: That said election shall have as its Early Voting Ballot Board presiding
election judge Whit Hunt.
Whit Hunt is hereby appointed as the presiding judge of the Early Voting Ballot Board.
It is further provided that the maximum number of clerks which shall be appointed to serve in
said election shall not be in excess of 4 persons for each precinct.
Section 6: Hourly Rate for Election Officials. It is further provided that the hourly
rate for Presiding Election Judges shall not exceed $6.00 per hour, and the hourly rate for
Clerks shall not exceed $6.00 per hour.
Section 7: Ordinance to Election Officials. A copy of this ordinance shah also be
served upon the election officials designated to hold the election.
