ORDINANCE NO. 96-3101
AN ORDINANCE OF THE CITY OF PLAINVIEW, HALE COUNTY,
TEXAS; AN AMENDMENT TO CHAPTER 1 SECTION 103 - VIOLATIONS,
TO PROVIDE A REGISTRATION PROCESS FOR ROOFING
CONTRACTORS; PROVIDING FOR A SEVERABILITY CLAUSE;
DIRECTING PUBLICATION OF THE DESCRIPTIVE CAPTION
TOGETHER WITH PENALTY PROVISIONS OF THIS ORDINANCE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Plainview has heretofore approved and
recommended revisions to the Local Building Code and Fire Code has heretofore adopted such
revisions in Ordinance No. 96-3085; and
WHEREAS, the City Council of the City of Plainview has approved the following
amendment to the 1994 Uniform Building Code for the protection of the public health, safety, and
property in the best interests of the citizens of Plainview, Texas;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Plainview:
SECTION I AMEND CHAPTER 1 SECTION 103 - VIOLATIONS TO INCLUDE
It shall be unlawful for any person to re-roof any structure, other than their own property,
within the City Limits of Plainview prior to registering with the City of Plainview Building
Department. Registration procedures shall be approved by the City. No fee shall be assesSed for
such registration.
SECTION II
Provisions of the ordinance are cumulative, and nothing herein shall prevent, alter, or diminish
the applicability or enforcement of other ordinances restricting, regulating, or governing the subject
matter herein.
SECTION III
All ordinances or portions of any ordinance of the City of Plainview, Hale County, Texas, in
conflict herewith, are hereby amended to conform with the provisions hereof.

SECTION IV
Should any section, subsectiOn, or any portion hereof be deemed invalid for any reason, such
holding shall not render or invalidate any other section, subsection, sentence, provision, clause,
phrase, or word severable therefrom, and the same shall be deemed severable for this purpose.
SECTION V
This ordinance shall be of full force and effect upon its passage and publication as required
by law.
