SECOND TUESDAY IN .MAY OF 1986,`.THESAME"BEING :THE 13TH DAY OF MAY,: 1986, AS THE DATE. FOR A RUN-OFF ELECTION BETWEEN `THE TWO CANDIDATES WHO RECEIVED-IN THE REGULAR .MUNICIPAL. ELECTION HELD ON THE FIRST SATURDAY IN APRIL, 1986', THE. HIGHEST .NUMBER: OF VOTES FOR:`(1) (2) SAID OFFICE TO BE FILLED BEING COUNCILMEMBER FOR PLACE -0N THE CITY COUNCIL OF THE CITY`OF PLAINVIEW; DESIGNATING THE PLACES WHERE SAID ELECTION IS TO BE HELD; AND APPOINTING PRESIDING OFFICIALS THEREOF. WHEREAS, at the regular election Yield_in and for the City of Plainview for the election of officers, there were votes cast for the election of Mayor; and,.; WHEREAS,, at the regular election- held in and for the City of Plainview for the election of officers, there were votes cast for the. election of Counclmember' for Place on the City Council of the .City of Plainview and, WHEREAS, after a canvass of the votes cast at said City election the Council. has found that none of the candidates for said office of received a majority_of all the votes cast for said- office at said election, and that at such election .the. two candidates receiving the highest number of votes are and and that therefore it is necessary to call and conduct a run-off election between said candidates, and for the purpose of electinga for the City-of Plainview; and, WHEREAS, after a canvass of the votes cast at said City election the Council has found that none of the candidates for said office of Councilmember for Place on the City Council of the City of Plainview received -a 'majority of all of the votes.: ca t for said .office at said election, and that at such election the two candidates receiving the highest number of votes are and ~ - and-that. therefore it is necessary to call. and conduct a run-off electan between said candidates, and for the purpose of electing Councilmember for Place on the .City Council of the City of Plainview; NOW, THEREFORE, BE IT ORDAINED BY THE' CITY COUNCLL OF THE CITY OF PLAINVIEW: r" SECTION. 1:_ In accordance with. the Statutes provided and- the ` - Charter of the City of Plainview, a run-off election shall .be held in and for the City of Plainview on the second Tuesday in May,- 1986, the . _ ~~ _ _ _ ,. _a ~~ ~ ~, same being the 13th of said"month, for the.. purpose. of conducting a "' run-off... ,.election between: (1) and ~`" the two candidates receiving the..highest ~'~ number 'of votes for the office of` of the City of Plainview at the regular election of said City held on April: 5th, 1985 'neither of them having received a majority of the votes cast for said office; and, i2) and the two candidates` receiving the highest number. of votes for Councilmember for Place °on the City .Council of the City, of Plainview at the regular election of said `City, neither of them having. received a majority. of .the votes cast for said office . ' SECTION 8: Said election shall be held under and in accordance i with the provisions of the- Statutes of the -State of Texas and the Charter of the. City of-Plainview and'all persons qualified to vote in said City. under the Elections Laws of the State of Texas. shall be allowed to '.vote therein. SECTION 9: Notice of said election shall be given by posting I~~ and by publication of a-copy of thin Ordinance,,and at the top of which shall appear the words "NOTICE OF RUN-OFF ELECTLON FOR THE PURPOSE OF 'ELECTING A AND A FOR PLACE ON THE CITY ~, COUNCIL OF THE CITY OF PLAINVIEW." Thirty days' previous notice of `said election shall be given by ~ ostin a co of this Ordinance-in three (3) public places in said. SECTION. ID: A copy of this Ordinance shall also be erved upon ~ each of the three election officials iaho have been designated to hold the election. :SECTION 11z The fact that the Run-off Election above mentioned must-be called immediately in order that:. proper notice and pasting may: be given- prior to election .date, constitutes and creates an emergency and urgent public necessity, requiring that any rule providing for ordinances to°be read and voted upon at more than one meeting of the 'City Council be- suspended, and requiring that this .'ordinance be'passed and take effect as an'emergency measure, and such ~~ rules and provisions are accordingly suspended, and this Ordinance is passed'- as an emergency measure and shall take effect: and be in full ,' force from and after it passage.
