Policy'.Declared.. -It is hereby declared to be the Public Policy of the City of -Plainview that all of its re idents- and persons subject to its jurisdiction should enjoy equal freedom`to pursue their aspirations and-that discrimination against any individual or group because of .race., cxeed, color, sex or national origin is detrimental to the peace, progress and welfare of the City. Section 2: Created; Composition; Compensation o£ Members. There is hereby created a Commission on Human Relations to be composed-of seven; (7) members appointed by the City .Council. Each member of the Commission shall be a resident of the City. As nearly as is reasonablg possible ,_ the membership shall be fairly representative. of all the several economic, religious, cultural, ethnic and racial groups comprise the population of the citty. The Human Relations Commission shall serve without compensation. Section 3: Terms. of members; filling vacancies. Each member of the Commission shall be appointed to serve a term of three.. years or until a successor is appointed and qualified; provided, however, `that on the initial Commission two (2) members shall be appointed for a term of one, year; two (2) members shall be appointed for a term of two years; and three (3) members shall be appointed for a term of three years. Each year thereafter,. the City Council shall. appoint to fill expiring terms, each. of such appointments to be for a term of three years. In the event any member of the Commission resigns or terminates his service for any cause, the City Council shall appoint a qualified successor to fill such unexpired term. Section 4: The Human duties: a) To Ci or Powers and Duties. Relations Commission shall have the following advise and consult with the City Council and the ty Manager on matters involving racial, religious ethnic discrimination; _: ~_ -- ~, ~_' Win,. b) To recommend to the City ..Council-and the ,City Manager. measures designed to eliminate prejudiced .and discrimination; ,c? To promote and, encourage communications between and cooperation of all gr©ups intere ted in :bettering .Community relations. Section 5: .Organization. Members of the' Human Relations Commission shall be sworn to uphold.. the Constitution and the`'Laws of the United States and the State and the Char er of the City. Immediately following their appointment and annually thereafter,' the members of the'Commission -shall. meet to .elect a Chairman, Vice Chairman and-Secretary..: fihe "' ct o the s' -sub e Commission shall adopt rules and regulation , 7 approval of the, City Council, pertaining to the performance of its dutl.e5 and the time and' frequency of its meetings,. .Section 6: Source .of .funds, for expenditures.. The City of Plainview Human Relations Commission shall not make any expenditure of any money nor "incur any liability during ` any current year beyond the amount of money appropriated or .set apart in the annual budget of the City of Plainview Human Re atons Commission: as authorized.and approved by the City Council for such .purpose.
