RESOLUTION NO. R93-112
A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS,
AUTHORIZING AND SUPPORTING THE CANADIAN RIVER
MUNICIPAL WATER AUTHORITY IN WATER RIGHTS
NEGOTIATIONS WITH SOUTHWESTERN PUBLIC SERVICE
COMPANY
WHEREAS, the City Council of the City of Plainview continues to be concerned with
the increasing chloride content of water attained from Lake Meredith; and
WHEREAS, Federal effOrts to control the salinity of water entering Lake Meredith
near Logan, New Mexico, have been authorized by HR-429 but funding has not been
provided; and '
WHEREAS, the amount of chloride and dissolved solids in the water supplied from
Lake Meredith do not meet the requirements of the Texas Water Commissions
secondary (aesthetic) constituent levels, which m~y result in the City of Plainview
being placed on a "provisional" status by the Texas Water Commission; and
WHEREAS, it appears it may be several years before the Lake Meredith de-
salination project reaches completion; and
WHEREAS, the Canadian River Municipal Water Authority is attempting to obtain
rights to ground water located in Roberts County currently owned by Southwestern
Public Service Company for the purpose of blending such water with the water from
Lake Meredith in order to improve the quality of water supplied to the member cities
of the Canadian River Municipal Water Authority; and
WHEREAS, the sell or lease of said underground water rights to the Canadian River
Municipal Water Authority not only will improve the quality of water supplied to
Plainview, but will also increase the quantity of water available to the citizens of
Plainview.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview,
Texas:
That the City Council of lhe City of P]ainview, Texas, hereby urges the Canadian
River Municipal Water Authority and Southwestern Public Service Company to reach
an agreement on the sale or lease of underground water located in Roberts County
for blending with Lake Meredith water; and
That the City Council of the City of Plainview, Texas, hereby pledges its support
to the Canadian River Municipal Water Authority in water rights negotiations with
Southwestern Public Service Company; and
That the benefits to the citizens of the City of Plainview, and to the citizens of many

Texas Panhandle and South Plains Communities resulting from the supplemental
ground water project will be significant; and
That the City Council of the City of Plalnview, Texas, hereby urges all of the
member cities of the Canadian River Municipal Water Authority to support this very
worthwhile and very necessary project.
