BickeI, Cesar Cervantez, Joe Rodriguez Jr. STAFF MEMBERS PRESENT: John Castro, Director of Community Development, Krisfin Page, Secretary of Community Devdopmem OTHER GUEST: Bill Cartwright, Gerald Chandler (representing RA Vernon) First item on the agenda, swore in Joe Rodriguez Jr. as a primary member. Second item on the agenda, ~Woval of minutes. Cesar Cervantez made motion to accept minutes as read and John Biekel seconded. Motion earriexl 4-0. Third item on the agenda, Case #1328, the request of R.A. Vernon for a variance to expand on a non- conforming useas stated in Section 34 of the City of Plalnview Zoning Ordinance to build a 12' x 7' porch in the front setback in a Single Family Residential (R-2) Zoning District, and being Lot 9, Block 13, Depot Addition, Plainview, Hale County, Texas and same being 1308 N. Cedar Street. There was no response to this request. The reason for a requesting a expansion of a non-conforming use is because the house is already in the front set back. In order for them to put up the porch, what they would have to do is expand on a non- conforming use. The front of the house looks bare without the porch and the staff has no problem with this request and they feels that it would enhance the look of the house. Cesar Cervantez made motion to approve this variance request that it would enhance the looks of the house and could only affect surrounding property values in a positive manner, John Bickel seconded. Motion carried 4-0. Fourth item on the agenda, Case #1329, the request of BilI Cartwfight for a variance of twenty-five (25) feet of the required twenty-five (25) front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to locate a 30' x 40. building in the front setback in a General Commercial (C-3) Zoning District, and being Lot i0 & 11, Block 66, College Hill Addition, Plainview, Hale County, Texas and same being 404 Wayland Street. There was no input from surrounding property owners to this request. The way Mr. Cartwright is using this hack property, staff could not determine if it was side or front yard. Technically it is the front. He is going to be using it for storage and with the seven foot high fence and the staff does not feel that putting the storage building and putting overhead doors on it facing Wayland is not going to effect the property at all. He also owns the house South of the structure. Mr. Cartwright stated that this property is toeated behind his shopping center and they do have everything behind the steel fence so the people cannot see it, kinda out of sight, out of mind type thing. And on top of that, it gives it a neat appearance. John Biekel made motion to approve this variance based on 3 factors: 1) A 7' fence currently exists along the property line; 2) Mr. Cartwright own alt the property immediately adjacent to this tot and 3) approval of variance will not adversely affect surrounding property values, Cesar Cervantez seconded.
