Bickel, Cezar Cervantez, Joe Rodriguez Jr., Jennifer Wright, Fred Willis, Fredrick A. Camp STAFF MEMBERS PRESENT: John Castro, Director of Community Development, Kristin Page, Secretary of Board of Adjustment OTHER GUEST: MD Cline, Ardith Cline, Juan Aguirre First item on the agenda, swore ha Jennifer Wright (as a primary), and Fredrick A. Camp (as a alternate). Second item on the agenda, approval of minutes. Fred Willis made motion to accept minutes as read and John C. Bickel seconded. Motion carried 5-0. Third item on the agenda, Case # 1330, the request of Juan Aguirre for a variance to expand on a non-conforming use as stated in Section 34 ofthe City of Plainview Zoning Ordinance to enclose SE corner of his house to convert to a 11' x 15 ½ ' garage and to add a 4' x 8' addition to the NE corner of the house to expand a TV sitthag area ha the front setback in a Single Family Residential (R-2) Zoning District, and being Lot 2, Block 45, Highland Addition, Plainview, Hale County, Texas and same being 1313 Nassau Street. There was no response to this request. John Castro gave a brief description of the reason that they were ruling on expansion of a conforming use is because this house is setting 39 t~ away from the curb. The first 22 feet is the City's Right-Of-Way, so that leaves 17 feet. The normal front set back in a R-2 is 25 feet. Juan's house is already setting in the set back. So that is the reason for the non- conformity. By enclosing it in, then he is expanding on that non-conformity. He is 8 ft in the set back as it is. When those house were built, they all lined up along the same set back line. When they were built they were conforming to whatever ordinance was in affect at that time. In 1989 when we adopted this ordinance and the set backs changed. Juan gave a brief description on how he was going to expand his house. The reason why he wants to expand it is because the room is to small for a bedroom, so he wants to enlarge it to make a TV setting room. City Inspectors would inspect how he ties it in and if he decides to slop off'then there might be more requirements to be followed. John C. Bickel stated that based on no correspondence from any body, no body is thinking that this is going to cause a problem, he has planned it out fairly well, then John C. Bickel does not find a problem with k, he made motion to approve both of these request, Joe Rodriguez Jr. seconded. Motion carried 5-0. Fourth item on the agenda, Case #1331, the request ofM. D. "Buddy" Cline for a variance of twenty-four (24) feet of the required twenty-five (25) front setback as stated ha Section 34 of the City of Plainview Zoning Ordinance to build a 24' x 20' carport in a Single Family (R-2) Residential Zoning District, and being Lot 8, Block 4, Unit 5, Thunderbird Addition, Plahaview, Hale County, Texas and same being 1415 W. 25~ Street. There was six (6) responses to this request and they were all in favor. Buddy Ciine stated that the reason he wants the carport is because he has two fairly new trucks and does not want the tracks to get hail damage when it rains next. Cline gave a brief description on what materials he was going to use and how it was going to be built. Fred Willis made motion to approve this variance since that was the most logical place for the carport, Joe Rodriguez Jr. seconded. Motion carried 5-0. ' SECRETARY ~j/
