HomeMy WebLinkAbout03.27.1989 BA Minutes BOARD OF ADJUSTMENT MEETING MINUTES Monday, March 27, 1989, 7:30 P.M., City Hall The meeting was called to order by Chairperson Jack Burton. Other members present were Pat Stoner, Carolyn Warrick, Fred Bechtold, Randy Ballinger and Lynn Davis. Staff present was Jim Sewell, Building Inspector. Visitors present were Othella J. McDonald, Loretta Preuit, Hester Austin and Amber Washington. B.A. CASE NO. 1070: Request of Othella J. McDonald to construct an open carport in the required front yard in a R-2 (Single-Family Residential) Zoning District, being Lot 6, Block 1, Boynton Subdivision and located at 120 SE 6th Street. The case was presented to the Board by Mr. Sewell. Through the use of overhead projection, slides and video tape, Mr. Sewell indicated the location of the property and the immediate area. Ms. McDonald stated that she wanted to construct an open carport in her front yard for protection of her vehicle. The carport was to be 12' x 24' and would come to within 9'4" of the front property line. After a question and answer period and discussiOn, Ms. Warrick made a motion to grant a variance for Ms. McDonald to construct a 12' x 24' open carport in the required front yard to within 9'4" of the front property line. The motion was seconded by Mr. Ballinger and passed unanimously with Ms. Stoner abstaining. B.A. CASE NO. 1071: Request of Loretta Preuit for a special exception to the Zoning Ordinance to allow the placement of a mobile home for use as living quarters in a R-2 (Single-Family Residential) Zoning District, being Lots 1 & 2, Block 82, Highland Addition and located at 1509 E1 Paso. Through the use of overhead projection, slides and video Mr. Sewell showed the location of the property and the surrounding area. Mr. Sewell stated that a mobile home had been moved from this location prior to his employment with the City in 1985. Ms. Preuit stated that she had purchased a double wide mobile home to be placed at this location on a permanent footing and foundation. She also stated that she has made all but the last payment on the lots. The Board advised Ms. Preuit that the Zoning Ordinance did not permit mobile homes inside the city limits except in established mobile home parks. The Board also stated that in cases of extreme hardship, however, the Board has granted a variance not to exceed one (1) year. Ms. Preuit stated that she has had two (2) back surgeries and is looking at a possible third one. Also, the lot is near Lakeside School which her daughter attends. She further that she had purchased the mobile home to be permanently without wheels, axles or tongue. After a lengthy discussion and question, Mr. Davis made a motion to table the case until the next regular scheduled meeting to provide time for the Board to obtain more information. The motion was seconded by Mr. Bechtold and passed unanimously. Having no further business before the Board, Ms. Warrick made a motion, seconded by Ms. Stoner, to adjourn.
