A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, APPROVING REHABILITATION AND
RECONSTRUCTION IMPROVEMENTS TO THE HALE COUNTY
AIRPORT WITH FINANCIAL ASSISTANCE FROM THE TEXAS
DEPARTMENT OF TRANSPORTATION; AUTHORIZATION OF
THE MAYOR TO EXECUTE ON BEHALF OF THE CITY ALL
CONTRACTS AND AGREEMENTS NECESSARY; DESIGNATING
TEXAS DEPARTMENT OF TRANSPORTATION AS THE AGENT
FOR APPLYING FOR, RECEIVING AND DISBURSING ALL
FUNDS FOR IMPROVEMENTS AND ADMINISTRATION OF
CONTRACTS NECESSARY FOR IMPLEMENTATION OF
IMPROVEMENTS; AND DESIGNATION OF MARETTA
SMITHSON TO RECEIVE AND SIGN ALL COMMUNICATIONS
AND DOCUMENTS NECESSARY ON BEHALF OF THE CITY
WITH THE STATE OF TEXAS, REPRESENTED BY THE TEXAS
DEPARTMENT OF TRANSPORTATION.
WHEREAS, the City of Plainview and Hale County intend to make certain
improvements to the Hale County Airport; and
WHEREAS, the general description of the project is described as
rehabilitation and reconstruction improvements; and
WHEREAS, the City of Plainview and Hale County intend to request
financial assistance from the Texas Department of Transportation for these
improvements; and
WHEREAS, total project costs are estimated to be $4,320,000.00, and the
City of Plainview and Hale County will be responsible for 10% of the total project
costs currently estimated to be $432,000.00, which City of Plainview will submit
its 5% estimated at a total amount of $216,000.00; and
WHEREAS, the City of Plainview and Hale County names the Texas
Department of Transportation as their agent for the purposes of applying for,
receiving and disbursing all funds for these improvements and for the
administration of contracts necessary for the implementation of these
improvements.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR
THE CITY OF PLAINVIEW THAT:

The City of Plainview intends to make rehabilitation and reconstruction
improvements to the Hale County Airport.
Moreover, the City acknowledges that the Texas Department of
Transportation will be the agent for administration of federal and state funds for
such project.
The City of Plainview hereby designates Maretta Smithson, Hale County
Auditor, to receive and execute on behalf of the City of Plainview, at the
appropriate time, and with the appropriate authorizations of this governing body,
all necessary documents with the State of Texas, represented by the Texas
Department of Transportation, and such other parties as shall be necessary and
appropriate for the implementation of the improvements to the Hale County
Airport.
IV.
The City of Plainview hereby authorizes Mayor Wendell Dunlap to execute
on behalf of the City of Plainview, at the appropriate time, and with the
appropriate authorizations of this governing body, all contracts and agreements
with the State of Texas, represented by the Texas Department of Transportation,
and such other parties as shall be necessary and appropriate for the
implementation of the improvements to the Hale County Airport.
V.
Further, the City of Plainview certifies that the funds in the amount of Two
Hundred Sixteen Thousand and No /100 Dollars ($216,000.00) will be available
for such project costs. Such amount is one -half of the projected amount of Four
Hundred and Thirty -Two Thousand and No /100 Dollars ($432,000.00) to be paid
by the City of Plainview and Hale County for such project.
