HomeMy WebLinkAboutR13-28364 RESOLUTION R13 -283 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF WAYLAND BAPTIST UNIVERSITY TO HOST THE "WAYLAND WELLNESS RUN AND WALK III "; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS ROAD RACE; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates Hwy h 194 (Quincy Street), FM 400 (Date Street), Business 1 -27 (Columbia Street), Hwy 70 (5 Street), Spur 445 (Columbia Street), and the 1 -27 East Frontage Road in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from Wayland Baptist University on December 20, 2012; and WHEREAS, the "Wayland Wellness Run and Walk III" will include four divisions: (i) 1 /2 Marathon [13.10 miles]; (ii) 10K [6.20 miles]; (iii) 5K [3.10 miles]; and (iv) one mile. All divisions except the one -mile will follow a route which includes State owned and operated streets within the corporate limits of the City of Plainview. This event will start at Hillard Field at 9:00 a.m. and will end at 1:00 p.m. at Hillard Field. Attached and incorporated herein to this Resolution are maps depicting in detail each division's route with the accompanying State operated streets within the City; and WHEREAS, the City Council of the City of Plainview finds that such race serves a public purpose in that it increases the public awareness in the importance of physical fitness; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the "Wayland Wellness Run and Walk III" be held this year on April 27, 2013 and use the attached referenced routes incorporated herein; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right of Way for use of State Highway 194 (Quincy Street), Farm to Market Road 400 (Date Street),Business 1 -27 (Columbia Street), State Highway 70' (5 Street), Spur 445 (Columbia Street), and the 1 -27 East Frontage Road in such public events as this Run and Walk sponsored by Wayland Baptist University; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. Wayland Run and Walk III Page 1 of 3 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from Wayland Baptist University to host the "Wayland Wellness Run and Walk III" for April 27, 2013 is hereby approved. The public purpose of this event is to increase the public awareness in the importance of physical fitness. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby approved. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY, to complete the Run and Walk preparation process.
