HomeMy WebLinkAboutR13-28570 RESOLUTION R13 -285 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF THE JUNETEENTH PLANNING COMMITTEE TO HOST THE 2013 JUNETEENTH PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates U.S. Highway 70 in the corporate limits of the City of Plainview; and WHEREAS, the U.S. Highway 70 crosses Broadway Street within the corporate limits of the City of Plainview; and WHEREAS, the intersection of U.S. Highway 70 and Broadway Street is the critical vein for parade use; and WHEREAS, the City of Plainview received a request from the Plainview Juneteenth Planning Committee to host the Juneteenth Parade on Saturday, June 15, 2013; and WHEREAS, the City Council of the City of Plainview finds that such event serves a public purpose in that the parade recognizes this historic event; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Juneteenth Parade be held this year on June 15, 2013 beginning at 10:00 a.m. at the 200 Block of Broadway and conclude at Givens Street Park; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right -of -Way for use of U.S. Highway 70 in such public events as this parade; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW THAT: Res. R13 -285 Page 1 The request from the Juneteenth Planning Committee to host the Juneteenth Parade for June 15, 2013 is hereby approved. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby approved. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY to complete the parade preparation process.
